Job description

Associate Business Process Analyst

Incumbents in this class perform entry-level professional analytical work supporting the evaluation, documentation and improvement of court business processes, operational procedures, and supporting information systems. Under close supervision, assist in analyzing workflows, identify and document operational enhancement opportunities, business requirements, and support technology and process improvement initiatives supporting the Court's mission, service delivery, and compliance with applicable rules and policies. DISTINGUISHING CHARACTERISTICS: The Associate Business Process Analyst is the entry-level professional classification in the Business Process Analyst series that supports and coordinates work activities with project teams, subject matter experts and operational staff. Incumbents perform developmental analytical assignments related to operational improvement initiatives, system implementation, and business process documentation. Assignments are generally routine to moderately complex in nature and are performed under close supervision and mentoring from management or senior analysts.

The following duties are typical of those performed by this class. Other related duties may also be performed. Incumbents may not necessarily perform all the duties listed.

  • Assist in analyzing and documenting court business processes, workflows, and operational procedures.
  • Gather and document functional and business requirements for case management systems and other technology platforms.
  • Assist functional unit management and key stakeholders to identify, define, and analyze operational problems and recommend process improvement solutions.
  • Prepare workflow diagrams, process maps, and technical documentation.
  • Participate in court technology projects including system implementations and enhancements.
  • Support system testing, and validation activities including user acceptance testing activities while developing knowledge of system configuration.
  • Research court operational practices and compile analytical reports.
  • Facilitate meetings with operational staff to gather information and clarify requirements.
  • Monitor operational performance following implementation of new systems or processes.
  • Act as a liaison between departmental end-users, technical staff, consultants and other governmental organizations in the analysis, design, configuration, testing, and ongoing enhancement of case management systems to ensure optimal operational performance.
  • Participate in state-wide initiatives related to shared case management systems operational functions and digital transformation as assigned.
  • Read, interpret, and analyze case management systems and functional technical literature, and translate findings into non-technical documentation the end-user can comprehend and utilize.
  • Assist in business process reengineering and improvement initiatives in consultation with impacted internal and external stakeholders
  • Consolidate complex information into clear, cohesive, and actionable written materials to support management analysis and decision making.
  • Assist in monitoring, analyzing, and reporting business and systems impact of changes to the California Rules of Court. Identify risks, dependencies, and required system or procedural updates to ensure compliance and continuity of operations.
  • Assist in developing training curriculum and conduct formal training sessions as assigned.
  • Participates in studies of new and existing programs and special projects to assess feasibility and resolve problems through organizational, procedural, technical and fiscal research and analysis.
  • Assist in developing policy and procedures to improve efficiency, cost-effectiveness, and/or improve internal and external customer service.
  • Develop knowledge of court case management systems, business analysis methodologies, and system configuration concepts through training, project participation, and mentorship.

Education Requirement: High School diploma or its equivalent, and

Experience: Any combination of education, training, or experience equivalent to three (3) years of experience in business process analysis, improvement initiatives, and/or case management. Experience may be substituted or combined with current court service, equivalent to four (4) years of experience in court operations with Ventura Superior Court.

Knowledge of:

  • Court operational practices and case management systems (eCourt) or similar systems.
  • Business analysis concepts and an understanding of how business rules, workflows, and system configuration support court operations. Knowledge of scripting languages or system configuration concepts is desirable but not required.
  • Principles, practices and techniques of customer service.
  • Time management and organizational skills.
  • Basic project management principles and techniques.
  • Basic principles of organizational change and stakeholder communication.
  • English grammar, punctuation, spelling and usage sufficient to prepare clear, professional correspondence, reports, and technical documentation.
  • Principles and practices of business process analysis and workflow improvement.
  • Basic project management principles and analytical methods.
  • Business process mapping techniques and documentation tools.
  • Methods for system testing including user acceptance testing.
  • Public sector administrative practices and organizational structures.
  • Data analysis techniques and reporting tools.
  • Standard office software applications.
  • Principles of Change Management.

Ability to:

  • Perform professional analytical duties under close supervision, exercising sound judgement.

  • Apply analytical and problem-solving skills to identify operational issues and assist in developing solutions.

  • Document business requirements and translate operational needs into technical specifications.

  • Communicate effectively both orally and in writing with both technical and non-technical staff.
  • Facilitate meetings and gather stakeholder input.
  • Maintain effective working relationships across departments.
  • Manage multiple assignments and meet deadlines.
  • Translate court operational practices and business needs into clear, complete, and understandable business requirements for technical staff.
  • Learn and apply new technologies, business analysis techniques, and court case management system functionally.

Physical Requirements:

  • Ability to use a personal computer and its peripherals including keyboard, mouse and monitor for extended periods of time.
  • Ability to sit for extended periods of time.
  • Ability to work in an environment that includes frequent interruptions and simultaneous attention to multiple tasks.
  • Ability to grasp and/or manipulate files, binders, pieces of paper or small objects. Ability to prepare or inspect court records, documents or office equipment with ordinary visual acuity.
  • Frequent hand, fingers and/or wrist motion.
  • Ability to reach at or above shoulder level.
  • Ability to communicate effectively, by phone or in person, to understand and/or convey detailed important information, instruction, and/or ideas.
  • Ability to work alone or closely with others.
  • Occasional bending and stooping.
  • May require movement throughout the courthouse delivering and/or retrieving forms, files, materials and information to and from other departments.
  • May require occasional lifting of files and books weighing up to 25 lbs.

Work Environment:

  • Shared office environment with varying degrees of hot and cold air and lighting conditions.
  • May be required to travel to other court locations for work or training.
  • Must be able to traverse indoors and outdoors, over uneven surfaces and pavement in all types of weather.
  • Constant interruptions and various office noises, with high volume of telephone and personal interaction.
  • Exposure to dust, copier and printer toners.
