The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as the IES Program Director for the Department of Innovation and Technology (DoIT), formulating and implementing policy for the Integrated Eligibility Systems (IES) Program with statewide impact. In this role you will direct the planning, development, administration and implementation of the statewide IES Program and act authoritatively on policy-making issues related to incorporating program initiatives binding state agencies and other Constitutional offices to specific courses of action. In addition, you will manage a team of technical experts and serve as a spokesperson for the Department. Essential Functions

  • Subject to administrative approval, serves as the IES Program Director for the Department of Innovation and Technology (DoIT), formulating and implementing the technology components of policy for the Integrated Eligibility Systems (IES) Program with statewide impact.
  • Works in concert with the client agency IES Program leadership to coordinate and control the implementation of the IES Program.
  • Manages the DoIT IES Program Team, responsible for planning and coordinating short-term and long-term goals and objectives.
  • Serves as full-line supervisor.
  • Serves as official spokesperson on behalf of the DoIT Secretary on technological issues associated with the IES Program.
  • Directs, coordinates, reviews and evaluates the activities of subordinate staff comparing results attained with established goals and objectives.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, or a directly related Information Technology field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business Information Technology organization.
  • Requires four (4) years of experience supervising a team of technical or subject matter professionals.

Preferred Qualifications

  • Four (4) years of professional experience directing large-scale Integrated Eligibility Systems (IES) or similar enterprise human services platforms or enterprise case management systems, including the development, implementation, and management of policies and processes with multi-agency or organization-wide impact.
  • Four (4) years of professional experience overseeing vendor performance, including contract negotiation, payment approval, monitoring billable hours, and ensuring alignment with program goals and standards.
  • Four (4) years of professional experience convening policy meetings, formulating strategies, and developing or enhancing legislation to refine or improve statewide eligibility or business processes.
  • Four (4) years of professional experience overseeing policy review and analysis to ensure program compliance, data integrity, and successful completion of program objectives.
  • Four (4) years of professional experience evaluating standardized business processes and recommending revisions to improve program outcomes and ensure alignment with statewide goals and objectives.
  • Four (4) years of professional experience conducting in-depth research to identify opportunities for IES program enhancements and developing actionable recommendations for organizational or statewide initiatives.
  • Ability to lead diverse teams and work collaboratively with various stakeholders, including government agencies and Constitutional offices.
  • Ability to lead teams by assigning tasks, providing training, setting goals, evaluating performance, and addressing operational and employee relations needs.
  • Ability to serve as an official spokesperson, representing executive leadership with internal and external entities, including the Governor’s Office, legislature, and advisory boards.
  • Ability to communicate policy or procedural changes, addressing problem areas, and implementing corrective actions to ensure alignment with organizational objectives.

Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
