Scope

This is a non-personal services contract to provide Holistic Health and Fitness (HHF) support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.

HHF is a training approach combining athletic training, functional strength, and mindfulness coaching for each Airmen. This program will provide an integrated approach for holistic human development to better prepare Airmen.


Description of Service/Introduction:

The contractor shall provide adequate personnel to accomplish all designated performance metric goals to include supervision and all other items and non-personal services necessary to perform holistic human development, as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract.


Background:

The 621st Contingency Response Wing (CRW) requires support for HHF to increase readiness and lethality, optimal physical and non-physical performance, reduced injury rates, improved rehabilitation after injury, and increased mindfulness of the Airmen assigned to the Wing.


Objectives:

The objective of this contract is to ensure the contractor delivers a comprehensive Human Performance (HP) program that fully supports the unique operational demands of the Contingency Response Wing (CRW). The contractor shall prepare Airmen to execute global mobility, airbase opening, and contingency response missions in austere, resource-limited, and rapidly changing environments. Therefore, objectives include:

Provide HHF services across two locations, Joint Base McGuire-Dix-Lakehurst (JBMDL) and Travis Air Force Base to one thousand four hundred Airmen. Services provided under this contract shall:

Improve Airmen’s mission-ready physical and mental performance and reduce preventable injuries.

Enhance cognitive resilience, decision-making under stress, and fatigue management.

Provide evidence-based HP programs tailored to the Contingency Response Wing mission sets including high-tempo, short-notice deployments. This includes ensuring Airmen possess the strength, endurance, mobility, and durability to perform rapid airbase assessment and opening, heavy load carriage, equipment movements, and aircraft handling, security operations in contested or degraded environments, extended operations with limited rest cycles, and high-tempo mobility tasks requiring repeated explosive effort.

Provide portable, mission-specific HP guidance to Airmen before deployments, ensuring Airmen are fully equipped to maintain performance without contractor presence.

Support sustained readiness across diverse Air Force Specialty Codes (AFSCs) by designing HP solutions that reflect the varied demand of CRW career fields. Each AFSC must receive mission-specific performance guidance, including field-ready sustainment options.

Provide an integrated holistic evaluation for CRW Airmen and facilitate timely, responsiveness for strength & conditioning, functional strength, and mindfulness coaching.

Demonstrate the ability to pivot HP support with the same agility expected of CRW forces.


Qualifications:

• Minimum of two (2) years’ experience as a practicing strength coach.
• Bachelor’s or Master’s Degree in Kinesiology or Exercise Science from an accredited college or university.
• Certified as a Tactical Strength & Conditioning Facilitator (TSAC-F) and Certified Strength and Conditioning Specialist (CSCS) by the NSCA (National Strength and Conditioning Association).

Period of Performance:

Period of performance includes a 12-month base year and four 12-month option years.


Recognized Federal Holidays

Contractors are not normally required to perform services on recognized federal holidays. However, that requirement is subject to mission execution requirements. The recognized federal holidays include:

• Washington’s Day
• Memorial Day
• Juneteenth
• Independence Day
• Labor Day
• Columbus Day
• Veteran’s Day
• Thanksgiving Day
• Christmas Day

When a holiday occurs on a Saturday, Federal employees are normally granted the previous Friday as the holiday observance. When a holiday occurs on a Sunday, Federal employees are normally granted the following Monday as the holiday. The contractor shall work on the days the Government is scheduled to work.

When an unforeseen installation closure occurs on a regularly scheduled day of work, the Contractor will have the following options:

Reschedule the work so it is performed the following day unless the following day falls on a weekend.

Reschedule the work on any day that is mutually satisfactory.


Hours of Operation

The Contractor shall be responsible for providing services, primarily during military working day and expected to work 8 hours. The nature of this effort will periodically require nonstandard work hours. Contractor will coordinate with the Government for specific duty locations and times. Contractor will manage each employee’s hours and ensure monthly allocations are not exceeded. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract. No overtime (OT) or compensatory time (CT) is authorized. Contractor personnel shall not exceed a 40-hour work week; flexible work schedule may be considered


Security Requirements

Contractor personnel shall have a SECRET (or provisional Secret) security clearance prior to starting work and must maintain the level of security required for the duration of the contract.
The security requirements are in accordance with the attached DD254. Contractor personnel shall comply with all applicable security and safety regulations, guidance, and procedures, including local, referenced in this PWS and in effect at the work sites. All personnel must meet requirements IAW DOWD 8570.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.
