Project Administrator-TFI

D.R. Horton, Inc., the largest homebuilder in the U.S., was founded in 1978 and is a publicly traded company on the New York Stock Exchange. It is engaged in the construction and sale of high quality homes designed principally for the entry-level and first time move-up markets. The Company also provides mortgage financing and title services for homebuyers through its mortgage and title subsidiaries. D.R. Horton, Inc. is currently looking for a Project Administrator-TFI in the Operations Department. The Project Administrator will support the Project Engineer in preparing, reviewing and submitting bond applications for the Texas Commission on Environmental Quality ("TCEQ") as required by the Texas Municipal Utility Districts ("MUD's") serviced by Tierra. This position will be responsible for tracking, monitoring and ensuring the MUD reimbursable amounts due to D.R. Horton and the other developer clients of Tierra are reimbursed.

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Provide cost effective administration for the clients of Tierra Financial in compliance with MUD district policies and procedures and in accordance with federal, state, local laws, and regulations
  • Assist in development and implementation of new procedures for tracking process
  • Assist Project Engineer to review bond applications for consistency with operational objectives, budget constraints, technical accuracy and cost controls
  • Perform data analysis and generate reports, organize and maintain information relevant to the ongoing measurement and analysis of data necessary to monitor status of outstanding bonds
  • Support division on identification and collection on outstanding reimbursement balances and performs audits on reimbursable amounts
  • Coordinate information sharing and distribute tasks among various land acquisition, land development and engineering teams in support of the issuance of development bonds for Tierra's MUD clients
  • Work with the land acquisition and land development teams of Tierra's developer clients to monitor, track and ensure the amounts due from development bond offerings placed by the development districts controlled by the developer are reimbursed
  • Support the Engineering Project Managers of Tierra in the creation and preparation of bond issue reports, supporting attachments, and checklists as required by the TCEQ for the approval of new development bonds
  • Develop and maintain a positive working relationship with the clients, consultants and the TCEQ
  • Represent the interests of Tierra's developer clients at MUD meetings as assigned
  • Attend all required Committee and Board meetings
  • Liaise with District consultants and divisions to secure resources necessary to move a project forward
  • Analyze, interpret, and stay current on latest regulations and criteria for local, state, and federal regulatory agencies
  • Conduct all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company

Qualifications:

Education and/or Experience Bachelor's degree from a four-year college or university preferred 3+ years of MUD industry experience Ability to maintain confidentiality on client/bond issues Self-motivated with exceptional organizational skills Must have a vehicle and a valid driver's license Ability to apply known federal, state and local environmental laws and regulations Working knowledge in developing budgets and monitoring them against actual activity Significant working knowledge of the administration, accounting and finance management of a municipal or government entity Understanding of and experience with Texas local government, laws, rules and regulations Strong verbal, written, and interpersonal communication skills Ability to effectively present information to top management, public groups, and/or boards of directors Ability to apply common sense understanding to carry out instructions furnished in written, oral form or via DRH applications Proficiency with MS Office and email
