Community Engagement Specialist

This position serves as a Community Engagement Specialist at the Federal Aviation Administration (FAA) Central Region, Office of Policy, International Affairs & Environment (APL), National Engagement and Regional Administration (ARA). Primary responsibilities are to support all community engagement activities in the Regional Administrator's office, including engagement related to aviation noise.

Duties

Performs a key role in public engagement activities, such as coordination with FAA lines of business and staff offices, planning and execution of public workshops, working with internal or external stakeholders, and/or providing project management support. Responsibilities also include serving as the primary focal point for resolution and collection of noise related issues/complaints. Supports the Community Engagement Officers (CEO) in developing, coordinating, and presenting agency positions on community outreach activities and other FAA projects likely to generate community noise concerns.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Works with staff to ensure internal timely reporting of community engagement activities and ensures schedules are updated to reflect critical time sensitive meetings or deadlines. Responsibilities may include documenting outreach meetings and related engagement by providing minutes, capturing follow up activities, and coordinates a final approved product for proper record keeping and dissemination to lines of business. Supports the community engagement activities of the Regional Administrator's Office and Service Center Community Engagement Officers. Develops and reviews Community Engagement documents. (i.e., briefing papers, presentations, outreach plans, Tool Kit items, graphics, brochures, websites, letters, press statements, etc.). Provides logistical and planning support for public meetings and other engagement activities. In coordination and consultation with the Service Center and Headquarters, develops community involvement plans and individual procedure changes in airspace of the Region.

Tracks, monitors, and maintains records of community engagement activities relating to airport noise sensitive issues. Provides oversight of public noise complaints/issues at the Regional level. Reviews responses to noise complaints to ensure consistency and responsiveness. Serves as support along with contract support as a point of data collection and coordinator for FAA public noise complaints/issues at the Regional level and reports. Coordinates within ARA to ensure consistency on FAA noise complaint processes and to identify and recommend opportunities to improve agency-wide noise complaint processes. Assists the CEO to maintain and develop the public website for the Regional Administrator's office on community engagement and aircraft noise related issues.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.

Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify for this position at the FV-I Level: Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-H, FG/GS-11/12) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience for this position at the FV-I Level includes: Experience in communicating complex information tailored to the needs and knowledge of various audiences, experience in organizing aspects of community outreach activities, and experience with working on various aviation programs i.e. related to aviation noise issues or other aviation community concerns

Education may not be substituted for experience for this position.
