Project Manager 3 – IT Modernization

Job Description
We are seeking an experienced Project Manager 3 to serve as the Deputy Project Manager for a large-scale Legacy Systems Replacement Project (LSRP).
The Deputy Project Manager will work closely with the Project Manager and Project Management Office (PMO) leadership to perform complex to advanced project and contract management activities throughout the project lifecycle.
The successful candidate will lead and coordinate cross-functional workstreams from requirements gathering through system integration, data migration, testing, software implementation, and Maintenance & Operations (M&O). This role will also support executive reporting, contractor management, change requests, invoicing, budget tracking, and overall project governance.
Key Responsibilities
- Serve as Deputy Project Manager for a large-scale enterprise IT modernization and legacy systems replacement initiative.
- Work closely with the Project Manager and PMO leadership to coordinate project activities.
- Lead and coordinate cross-functional workstreams throughout the complete project lifecycle.
- Facilitate requirements-gathering sessions with business and technical stakeholders.
- Document, consolidate, and manage detailed requirements for enterprise IT solutions.
- Coordinate system integrations and data migration activities.
- Lead and orchestrate comprehensive User Acceptance Testing (UAT) cycles.
- Establish testing entry and exit criteria and manage business-unit validation schedules.
- Track, manage, and communicate testing defects and resolution activities.
- Develop and coordinate comprehensive end-user training strategies for enterprise software implementations.
- Utilize Train-the-Trainer (TTT) methodology to support internal business units and regional staff.
- Develop project reports, executive dashboards, status reports, and other project documentation.
- Support contractor deliverables, change requests, invoicing, and budget tracking.
- Assist with Maintenance & Operations (M&O) activities and transition planning.
- Manage project risks, issues, dependencies, scope, schedules, and corrective actions.
- Lead executive-level communication, negotiation, facilitation, and stakeholder engagement.
- Analyze complex business systems and stakeholder needs.
- Support Business Process Reengineering (BPR) and process-mapping initiatives.
- Ensure project activities follow applicable project delivery methodologies and governance requirements.
Minimum Required Qualifications IT Project Management Experience
- 10 years of full-time experience managing large, complex IT modernization projects throughout all development phases, from project inception through Maintenance & Operations.
- Experience with structured project design, project estimation, scope control, risk mitigation, corrective action, and overall project governance.
Cross-Functional Project Leadership
- 10 years of experience leading and coordinating cross-functional project activities.
- Experience establishing project goals, analyzing complex data, and executing executive-level communication, negotiation, and facilitation.
Business Systems & Process Improvement
- 8 years of experience reviewing, analyzing, and evaluating complex business systems and user/stakeholder needs.
- 8 years of experience executing Business Process Reengineering (BPR) and process mapping to streamline business operations.
Texas Project Delivery Framework
- 5 years of experience utilizing the Texas Project Delivery Framework methodology.
Requirements Management
- 5 years of experience documenting detailed requirements for enterprise IT solutions.
- Experience consolidating requirements across geographically dispersed program areas with varying business needs.
User Acceptance Testing
- 5 years of experience leading and orchestrating comprehensive User Acceptance Testing (UAT) cycles for large-scale enterprise IT implementations.
- Experience establishing testing entry and exit gate criteria.
- Experience managing business-unit validation schedules.
- Experience tracking and managing defect resolution throughout testing cycles.
End-User Training
- 5 years of experience designing, scheduling, and coordinating comprehensive end-user training strategies for enterprise-wide software implementations.
- Experience utilizing the Train-the-Trainer (TTT) methodology to train internal business units and regional staff.
Texas State Technology Environment
- 3 years of experience working with Texas state technology organizations, including cloud-based solution implementations and related technology services.
Preferred Qualifications Salesforce Experience
- 5 years of direct experience managing Salesforce implementation or migration projects, preferably within a government or highly regulated licensing environment.
Salesforce / Cloud SaaS UAT
- 4 years of experience coordinating UAT for Salesforce or major cloud-based SaaS implementations.
- Experience managing sandbox testing environments.
- Experience validating user-story acceptance criteria.
- Experience organizing cross-functional end-user testing groups.
Salesforce / Cloud CRM Change Management
- 4 years of experience managing organizational change readiness and end-user training for Salesforce or modern cloud-based CRM systems.
- Experience developing role-based training materials and artifacts.
- Experience coordinating sandbox training environments.
- Experience tracking user adoption and training readiness.
Texas State Agency Experience
- 4 years of experience working directly with a Texas State Agency as an employee or contractor in a dedicated Project Manager role.
PMP Certification
- Active Project Management Professional (PMP) certification preferred.
Agile / Hybrid Project Delivery
- 3 years of experience managing Agile or Hybrid (Waterfall/Agile) project delivery teams.
- Cloud SaaS implementation experience preferred.
