The Fresh Start Site and Housing Facilities Supervisor provides participants with hands-on construction and building maintenance training while supervising Fresh Start worksites and coordinating and completing maintenance projects across Western Dairyland housing properties and the 1 Better Way facility. The position combines youth development, project coordination, skilled maintenance & construction, and regulatory compliance to provide safe, structured learning experiences while maintaining agency facilities and collaborating with staff, contractors, tenants, and community partners. This is a full-time, 36-hour a week (Monday-Thursday) position. The wage range is $24.87 to $33.16 per hour. Essential Functions Plan, coordinate, and supervise Fresh Start construction, rehabilitation, and community service projects in partnership with program leadership and community partners. Provide participants with hands-on instruction in construction & maintenance fundamentals, tool use, jobsite safety, work readiness, teamwork, problem-solving, and professional workplace behavior. Develop daily work plans, assign age- and skill-appropriate tasks, demonstrate work methods, monitor participant performance, and provide timely coaching and feedback. Maintain continuous oversight of participants at worksites and reinforce program expectations, positive youth development practices, and trauma-informed approaches. Ensure compliance with OSHA requirements, child labor laws, grant requirements when applicable, agency policies, building codes, manufacturer instructions, and project-specific safety procedures. Conduct safety orientations, toolbox talks, and hands-on tool training; verify required training is complete before participants perform construction or maintenance work. Inspect worksites, tools, vehicles, equipment, and personal protective equipment; correct hazards promptly and document incidents, injuries, and safety concerns according to agency policy. Coordinate and perform preventive, routine, and corrective maintenance at Western Dairyland housing properties and 1 Better Way, including basic carpentry, painting, patching, hardware, grounds upkeep, unit turnover tasks, and minor repairs within the employee's training and authorization. Evaluate maintenance requests, establish priorities, communicate schedules, document completed work, and promptly elevate emergencies, code concerns, and repairs requiring a licensed contractor. Plan, coordinate, and supervise housing and facility maintenance projects into Fresh Start training activities while protecting tenant privacy, safety, and uninterrupted access to services. Coordinate access to occupied units and program spaces with authorized staff; interact respectfully with tenants, clients, visitors, partner agencies, and service providers. Obtain materials and supplies, maintain inventories, safeguard tools and equipment, track project expenses, and support work within approved budgets. Coordinate with vendors, contractors, inspectors, and community partners as assigned; monitor work for completion and communicate concerns to the Housing & Family Services Director and applicable program manager. Maintain accurate records of participant hours and training, project progress, maintenance requests, inspections, purchases, vehicle use, and other required program or facility documentation. Transport participants, tools, supplies, and equipment in agency vehicles as authorized and ensure vehicles are operated, inspected, and maintained in accordance with agency policy. Participate in staff meetings, participate in progress discussions, safety meetings, trainings, and program planning activities. Perform other duties as assigned. Supervisory Responsibilities Provide day-to-day worksite direction, instruction, mentoring, and behavioral support to Fresh Start participants; this responsibility does not necessarily include formal personnel supervision. Model professional conduct, establish clear expectations, monitor attendance and performance, recognize progress, and communicate participant concerns to appropriate program staff. Direct the work of volunteers, temporary workers, contractors, or other assigned personnel when authorized, and coordinate responsibilities with partner-site supervisors. Oversee and enforces safety practices at all construction and maintenance worksites and actively participates on the agency's Safety Committee to promote regulatory compliance and a strong culture of workplace safety. Work Environment Work is performed at active construction and rehabilitation sites, occupied and unoccupied housing units, maintenance areas, offices, vehicles, and the 1 Better Way facility. The position regularly works indoors and outdoors in varying weather and may be exposed to dust, noise, odors, uneven surfaces, heights, moving equipment, construction materials, and other jobsite hazards. Required personal protective equipment must be used. The schedule may vary based on project, maintenance, weather, and program needs. Regular travel within the service area is required. The employee may work near tenants, clients, youth, unhoused population, volunteers, contractors, and the public and must maintain professional boundaries and confidentiality. Required Qualifications High school diploma or equivalent required. Three (3) minimum of construction and/or maintenance experience required. Post-secondary training, apprenticeship, or certification in construction, building trades, facilities maintenance, or related is preferred. Demonstrated knowledge of construction and maintenance methods, hand and power tools, materials, job sequencing, preventive maintenance, and safe work practices. Experience teaching, supervising, coaching, or mentoring young adults, employees, apprentices, or volunteers is preferred. Experience working with opportunity youth or individuals facing barriers to employment is strongly preferred. Ability to plan and organize multiple projects, estimate materials and labor, read basic plans and instructions, maintain records, use email and standard computer applications, and communicate effectively with diverse audiences. Ability to respond calmly to challenging behavior, provide clear and respectful direction, maintain appropriate boundaries, and use strengths-based and trauma-informed practices. Additional Eligibility Qualifications Possess a valid driver's license and access to a reliable, insured vehicle for travel as required by the position. Successfully complete and maintain eligibility under all required background checks in accordance with WDEOC policies and applicable federal and state regulations.
