POSITION DESCRIPTION:

We are seeking a highly organized and execution-focused Manager, Program Incentives & Compliance, to support our growing community solar and storage business. This role is the operational backbone of our incentive program activity, ensuring that all projects owned and operated by the company are properly documented, registered, tracked, reported, and filed across state incentive programs, with a primary focus on Illinois (IL Shines) and New York (NYSERDA).

This is a detail-oriented, process-driven role for someone who thrives on keeping complex compliance workflows organized, meeting deadlines, and making sure nothing falls through the cracks. As the portfolio grows, this role will also support active and ongoing acquisitions due diligence and as part of a larger group, also monitor relevant policy and regulatory developments, assisting in the research required to inform the writing and filing of comments, testimony, and other state/federal regulatory filings.

RESPONSIBILITIES:

Program Administration & Compliance

  • Manage all program enrollments, registrations, and ongoing filings with IL Shines, NYSERDA, and other relevant state agencies and program administrators
  • Maintain accurate and complete project documentation including interconnection agreements, REC certifications, program approval letters, incentive contracts, and subscription agreements
  • Track all compliance deadlines, reporting requirements, and program milestones to ensure continuous incentive eligibility
  • Prepare and submit required periodic reports to program administrators and state agencies
  • Coordinate with internal teams (finance, legal, operations) and external parties (utilities, program administrators) to resolve compliance issues and ensure timely submissions
  • Maintain a centralized compliance calendar and project documentation repository

Incentive & REC Tracking

  • Track generation data, REC production, and incentive payment schedules across the portfolio
  • Reconcile incentive payments against contract terms and flag discrepancies with program administrators
  • Maintain an up-to-date tracker for all incentive contracts, payment schedules, and program statuses
  • Monitor REC certification and retirement schedules in coordination with the finance team
  • Manage accounts in applicable REC registries (e.g., M-RETS, NYGATS)

Policy & Regulatory Monitoring

  • Monitor developments in Illinois and New York community solar and storage policy, including program rule changes, block or tranche updates, and utility tariff changes that may affect compliance obligations or project economics
  • Maintain a log of regulatory changes and their implications for the existing portfolio
  • Stay abreast of state and federal legislative and regulatory proceedings affecting the target markets
  • Assist in the research required to inform the writing and filing of comments, testimony, and other state/federal regulatory filings.
  • Identify opportunities to maintain and develop relevant utility relationships
  • Summarize and communicate relevant updates to internal stakeholders in a clear, actionable format

Acquisitions & Due Diligence Support

  • Support the acquisitions team by reviewing incentive program enrollment status, compliance history, and documentation completeness for prospective project acquisitions
  • Identify gaps or risks in incentive paperwork and coordinate with sellers to resolve prior to closing
  • Assist in developing and maintaining due diligence checklists specific to IL Shines, NYSERDA, and other program requirements
  • Help facilitate the transfer of incentive contracts, program registrations, and REC accounts upon acquisition close

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree
  • 7-9 years of experience in renewable energy, preferably in community solar, solar development, or energy project administration
  • Familiarity with IL Shines (Illinois Adjustable Block Program) and/or NYSERDA community solar programs
  • Strong organizational skills with demonstrated ability to manage multiple deadlines and complex documentation requirements simultaneously
  • Proficiency in Excel or Google Sheets; experience building and maintaining project trackers
  • High attention to detail and a compliance-oriented mindset
  • Clear written and verbal communication skills

PREFERRED QUALIFICATIONS:

  • Hands-on experience filing or managing enrollments within IL Shines or NYSERDA portals
  • Familiarity with REC tracking registries such as M-RETS or NYGATS
  • Experience working with or for electric utilities or ISOs/ RTOs
  • Knowledge of the utility regulatory model and utility tariffs
  • Experience supporting acquisitions or due diligence processes in renewable energy
  • Exposure to community solar subscriber management or LMI compliance requirements
  • Knowledge of applicable utility interconnection processes (ComEd, Ameren, ConEd, National Grid, etc.)

COMPENSATION:

In accordance with applicable pay transparency laws, the anticipated annual base salary for this position is:

  • Zone 1 (Bay Area, NYC): $120,400 – $144,400
  • Zone 2 (CA, NJ, NY): $110,300 – $132,300
  • Zone 3 (All others): $100,300 – $120,300

The applicable salary range is based on the employee’s primary work location. Individual compensation will be determined based on qualifications, relevant experience, education, skills, internal equity, and other business-related factors.

The salary range is required by the California Pay Transparency Act and may differ depending on the location of those candidates hired nationwide. Actual compensation is influenced by a wide array of factors including but not limited to, skill set, education, licenses and certifications, essential job duties and requirements, and the necessary experience relative to the job’s minimum qualifications.
