Job description

Technical Director

World Vision is hiring a Technical Director for an anticipated global emergency response project.

Role: Technical Director

Reports to: Chief of Party

Location: Washington, DC, or remote

Duration: 12 months contract (Limited Term)

Minimum Requirements: Bachelor's degree in international development, business administration, non-profit management or related field. Master's degree preferred. Minimum 5 years of experience serving as Senior Program Manager, Senior Manager, Director or similar for publicly funded large humanitarian programs. Experience managing sub-grants and contracts under grants for complex projects. Experience of leading large and diverse teams. Experience working with local, international, and community organizations. Strong understanding of humanitarian coordination mechanisms and UN cluster framework. Experience leading programs valued at more than USD $20 million.

Work Authorization: Must be authorized to work in the U.S.A for any employer

Travel: Domestic and international travel up to 25%. May require trips to hazardous locations.

Estimated hiring range: $104,200 - $151,520

The Job

World Vision is looking for a Technical Director to provide overall leadership and oversight support to a global consortium programming in complex and protracted emergencies. This role will function in the consortium structure and will oversee WV and partner programing. The individual will utilize technical expertise and deep understanding of World Vision's Sector programs to effectively articulate World Vision's Sector strategy and approach to partners, NGO networks, and donors. The position will provide programmatic and fiduciary oversight and high-quality and timely reporting that meets donor requirements and regulations for the project consortium.

Responsibilities will include

  • Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
  • Leadership
    • Coordinate and collaborate with leaders in the other programming teams to ensure that programs are fully engaged with wider project consortium and stakeholders on disaster management issues and responses.
    • Support the external engagement efforts of media, communications, and advocacy colleagues with WVUS.
    • Supervise projects and coordinate specialists within other program teams in support of complex emergency priorities.
    • Manage strategic reserves to facilitate rapid response to prioritized emergencies, sustained engagement with neglected emergencies, and support capacity building and strategic preparedness.
    • Advice on the development of operational strategies.
  • Program Delivery Support
    • Provide technical expertise, guidance, support, and oversight to field facing programming work for a large portfolio of more than approximately $100 million per year. Responsibilities include, but are not limited to supporting implementers to:
      • Facilitate start-up workshop, any required training (i.e., donor requirement, reporting), sharing of key program design documents, clarity on roles and responsibilities, action planning, and communicate outcomes of start-up to donor and critical stakeholders.
      • Assist with recruiting and staffing/consulting needs.
      • Ensure that monitoring and evaluation systems are set up (including reporting templates), processes for developing detailed implementation plan are communicated and ensure that the reporting and evaluation process for the performance management of programs is developed.
      • Ensure the project is managed effectively through appropriate, timely and detailed communication with appropriate internal teams and other relevant stakeholders regarding major issues and successes related to the project. Coordinate with appropriate staff and leadership to encourage and facilitate the documentation of promising practices and lessons learned. On-going project implementation support includes, but is not limited to:
        • Ensure on time submission of high-quality reports.
        • Monitor implementation and resource/fund utilization rates in conjunction with Finance.
        • Assist project teams in accessing appropriate technical assistance for successful implementation of activities.
        • Monitor compliance and ensure WV responds professionally to all compliance and audit issues, follow-up on audits findings and evaluation recommendations.
        • Lead program quality assurance and improvement, including development of tools, organizational and multi-sector linkages/leveraging, regular measurement of performance, and collaborative reviews to assess program and monitoring and evaluation (M&E) quality.
      • Lead project working committee inclusive of relevant project stakeholders.
      • Lead close-out process (including final reports, evaluations and lessons learned). Ensure that evaluation outcomes and lessons learned are shared with and disseminated to all appropriate stakeholders.
      • Develop and implement systems and processes to ensure regular, positive, and productive communication with program teams, partners, and wider stakeholders regarding the implementation of program activities.
  • Representation & Relationships
    • Represent project programing at the PMU and donor level, in close coordination with the COP.
    • Serve as point of contact for detailed, project specific questions from sub-partners regarding content and status of programs within portfolio, ensuring understanding and alignment of field and donor expectations.
    • Support project leadership on donor engagement related to the management of funding of complex emergency programs and initiatives.
    • Network with various coalitions and working groups focused on humanitarian policy.
    • Promote an atmosphere of trust and mutual respect. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others. Help carry out our Christian organization's mission, vision, and strategies.

  • Project Management: Breaks projects down into time-phases and measurable milestones. Ensures activities produce results within constraints. Identifies people and resources needed. Considers costs and benefits of resources prior to allocating.
  • Program Monitoring & Reporting: Effectively monitors and reports on the financial results of program implementation. Understands how to convert WVUS reports into donor reports. Generates reports that are straightforward, comprehensible and timely.
  • Cross-Cultural Sensitivity: Communicates and interacts effectively with people from other cultures, religions, and geographies; respects and adapts to other cultures and seeks opportunities to enhance relationships. Understands and respects different denominations and religious traditions.

Requirements

  • Bachelor's degree in international development, business administration, non-profit management or related field. Master's degree preferred.
  • Minimum 5 years of experience serving as Senior Program Manager, Senior Manager, Director or similar for publicly funded large humanitarian programs.
  • Experience managing sub-grants and contracts under grants for complex projects.
  • Experience of leading large and diverse teams.
  • Experience working with local, international, and community organizations.
  • Strong understanding of humanitarian coordination mechanisms and UN cluster framework.
  • Experience leading programs valued at more than USD $20 million.
  • Familiarity with Sphere Standards, IPC analysis, food security assessments, and nutrition programming.
  • Demonstrated communication, creative problem solving, and management skills.
  • Strong writing and oral presentation skills.
  • Must be fluent in English.

Salary & Benefits

WVUS Pay Grade Level: 228

Estimated hiring range: $104,200 - $151,520
