PURPOSE OF CONSULTANCY

Organization: Department of Evidence and Intelligence for Action in Health (EIH), PAHO Immunization and Measles Teams, and collaborating technical partners.

Background

The Pan American Health Organization (PAHO), in collaboration with the U.S. Centers for Disease Control and Prevention Global Immunization Division (CDC GID Atlanta), is supporting the development and pilot implementation of a machine-learning analytics tool to strengthen the identification of measles zero-dose and under-vaccinated populations at local level.

The tool is intended to support, not replace, country and immunization-program processes. It will combine country-specific immunization and surveillance data, analytics, geospatial intelligence, and AI-assisted interpretation to identify potential hotspots and priority areas for review, validation, and action. Machine-learning capabilities may improve hotspot prediction, anomaly detection, and prioritization as sufficient high-quality historical data become available, while country teams remain responsible for interpreting and acting on findings.

Effective development and piloting require sustained coordination among PAHO, CDC, the selected AI tool developer, national and subnational immunization programs, data and surveillance teams, district personnel, and other stakeholders. PAHO therefore requires an AI Project Coordinator to provide project management, technical liaison, data-governance support, pilot coordination, validation, capacity building, documentation, and logistical support through December 2026.

Purpose

Coordinate the development, localization, validation, and time-bound pilot implementation of an AI-supported analytics tool for identifying and mapping measles zero-dose and under-vaccinated populations at national, subnational, and district levels.

Ensure that project activities reflect country priorities and operational realities; comply with applicable data-governance, privacy, ethical, and responsible-use requirements; and generate documented evidence, user feedback, lessons learned, and recommendations for subsequent refinement.

DESCRIPTION OF DUTIES:

Responsabilities
The consultant will coordinate, document, and support the assigned project components through the following activities:


1. Project management, monitoring, reporting, and logistical coordination

  • Develop and maintain the project work plan, timeline, milestones, implementation tracker, stakeholder roles, communication pathways, and risk and issue log.

  • Monitor progress against deliverables; identify bottlenecks, risks, issues, and dependencies; recommend mitigation measures; and escalate concerns as appropriate.

  • Coordinate meetings, workshops, consultations, travel, procurement, administrative processes, and submission of required documentation in accordance with organizational procedures.

  • Maintain records of meetings, decisions, action items, and implementation progress, and submit monthly progress reports in English covering accomplishments, next steps, timeline adherence, problems, concerns, and recommendations.


2. Stakeholder engagement and country liaison

  • Serve as the principal liaison among the AI tool developer, PAHO, CDC GID Atlanta, the pilot country's national and subnational immunization program, district teams, and other designated stakeholders.

  • Coordinate regular technical and programmatic meetings, stakeholder consultations, requirements-gathering sessions, and follow-up actions.

  • Communicate country priorities, operational needs, constraints, and user perspectives to the developer and ensure alignment with national immunization-program priorities.

  • Support engagement with immunization, surveillance, data-management, municipal, outreach, and district-level personnel participating in the pilot.


3. Technical, data-systems, and requirements support

  • Document the country's immunization-data ecosystem, including source systems, datasets, reporting and operational workflows, decision-making processes, governance structures, interoperability considerations, and analytical capabilities.

  • Map data required for model development, testing, historical back-testing, and validation; advise on data definitions, quality, completeness, formatting, and contextual factors affecting analyses.

  • Translate public-health and program needs into functional and technical requirements, review specifications and prototypes, and recommend localization and feasibility adjustments.

  • Coordinate access to relevant stakeholders and approved data sources and confirm whether data availability and quality are sufficient to proceed, documenting required mitigations when readiness criteria are not met.


4. Tool-development coordination, validation, and pilot implementation

  • Coordinate with the AI tool developer, PAHO Immunization and Measles Teams, CDC GID Atlanta, and pilot-country counterparts throughout tool development and time-bound pilot implementation.

  • Review prototypes; coordinate user-acceptance testing, expert review sessions, tabletop exercises, historical back-testing, and structured review of false positives and false negatives.

  • Capture whether outputs are plausible, understandable, and actionable, and channel user feedback into recommendations concerning thresholds, variables, analytics, visualizations, and display refinements.

  • Develop the pilot implementation plan; coordinate onboarding, orientation, testing, troubleshooting, and monitoring; and document lessons learned, challenges, and good practices.


5. Capacity building, knowledge transfer, and sustainability

  • Coordinate training sessions and demonstrations for immunization-program and other designated staff and support development of user guides, job aids, and briefing materials.

  • Facilitate knowledge exchange between the developer and country stakeholders and support sustainability and transition planning.

  • Prepare presentations and technical materials and contribute to dissemination of findings and recommendations with local and global partners, as authorized by PAHO.


6. Data governance, privacy, responsible use, confidentiality, and conflict of interest

  • Ensure that data access, transfer, storage, and use comply with national data-protection legislation, PAHO policies, approved data-sharing agreements, and applicable ethical-review or non-research-determination requirements.

  • Support establishment of data-sharing agreements before data transfer and ensure that identifiable individual-level data are not transferred unless explicitly authorized, with required de-identification, aggregation, access-control, and minimization measures applied.

  • Document data provenance, assumptions, limitations, and potential sources of bias, including under-representation of informal settlements, migrant populations, and areas with weak surveillance.

  • Disclose any current or prior professional or financial relationship with organizations participating in vendor selection or with the selected vendor, sign the required conflict-of-interest declaration, and maintain the confidentiality of all immunization, surveillance, and individual-level data.

  • These activities are intended to produce a coordinated, country-informed, responsibly governed proof of concept and a documented foundation for subsequent technical refinement and evaluation.

Professional profile

A consultant with experience coordinating multi-stakeholder public-health, digital-health, analytics, or health-information-system projects is required. The consultant must be able to bridge immunization-program needs, data and technology workstreams, external-vendor coordination, and country implementation requirements.

The consultancy corresponds to Band A, as it involves specialized services of moderate complexity focused on project coordination, technical liaison, data and system assessment, responsible AI implementation, stakeholder engagement, pilot support, and documentation.

Languages: Fluency in English and Spanish.

Education: Minimum bachelor’s degree in health, public health, epidemiology, health informatics, project management, data science, information systems, or another field related to the purpose of the consultancy. An advanced university degree will be considered an asset.

Experience: At least four (4) years of professional experience managing or coordinating multi-stakeholder public-health projects, preferably involving digital health, analytics, health-information systems, immunization, surveillance, geospatial data, artificial intelligence, or machine learning.

Demonstrated experience engaging government stakeholders, technical partners, and external vendors; translating public-health needs into technical requirements; supporting user-centered product development and validation; and developing or delivering technical training and knowledge-transfer activities. Experience working at national and subnational levels and in remote international environments is required.

Skills:

Project planning, implementation monitoring, risk management, and adaptive management. Public health information systems, databases, interoperability, and data integration. Immunization, vaccine-preventable-disease, surveillance, and subnational program data. Artificial intelligence or machine learning applied to public-health analytics or decision support. GIS, geospatial data, advanced analytics, data visualization, and requirements gathering. Stakeholder facilitation, vendor coordination, training, knowledge transfer, diplomacy, and communication of technical concepts to non-technical audiences. Excellent writing, presentation, organization, problem-solving, and independent remote-working skills.

Technical coordination and supervision

Under the supervison of the Advisor of Data Science from the Health Analysis Unit of the Department of Evidence and Intelligence for Action in Health. The consultant will coordinate with PAHO Immunization and Measles Teams, CDC GID Atlanta, the selected AI tool developer, pilot-country immunization and surveillance programs, and other focal points designated by PAHO.

Contract value

Depending on deliverables, daily rates can vary from US $172 to US $215.

Band level: Band A: services related to projects or technical tasks of moderate complexity or specialization; require specialized qualifications.

Main location: Remote work (off-site), with regular virtual meetings and coordination with PAHO, CDC, the AI tool developer, and pilot-country counterparts.

Scheduled weekly hours: Up to 40 hours, according to the work plan and deliverables schedule.
