Program Manager Journeyman

Drive the programs behind next-generation Air Force technology - Turning strategy into mission success

Location: Wright-Patterson Air Force Base, Ohio (On-Site; GSU travel possible)

Overview:
The Journeyman Program Manager will support the planning and execution of technical programs for the Air Force Research Laboratory (AFRL) at Wright-Patterson AFB. Working alongside senior program leadership and technical teams, this position will help keep complex research and acquisition programs on schedule, within established baselines, and aligned with Department of Defense requirements.
This role combines hands-on program management with acquisition support, integrated scheduling, cost and schedule analysis, risk management, and technical documentation. It is an excellent opportunity for an experienced DoD program professional to contribute directly to advanced Air Force research and technology programs while expanding their experience across the defense acquisition lifecycle.

Responsibilities & Duties:

  • Manage assigned technical projects within approved Acquisition Program Baselines (APBs) and in accordance with DoD 5000-series directives and Project Management Body of Knowledge (PMBOK) guidelines.
  • Support the simultaneous execution and oversight of multiple technical programs and project priorities.
  • Develop and maintain resource-loaded Integrated Master Schedules (IMS) using Microsoft Project.
  • Integrate program schedules with applicable Work Breakdown Structures (WBS) and maintain accurate schedule information throughout program execution.
  • Evaluate program health using cost, schedule, performance, and variance metrics.
  • Prepare program status information and support Program Management Reviews (PMRs) with Government leadership and program stakeholders.
  • Identify, document, track, and mitigate program risks in accordance with the DoD Risk, Issue, and Opportunity (RIO) Guide.
  • Develop mitigation strategies and corrective actions for identified Moderate and High program risks.
  • Develop and maintain acquisition and program-management documentation, including Acquisition Program Baselines, monthly and quarterly reports, and milestone decision briefings.
  • Support Requests for Proposal (RFPs) through development of Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), source-selection strategies, and other acquisition documentation.
  • Support program data analysis and reporting requirements throughout the acquisition lifecycle.
  • Populate and maintain Systems Modeling Language (SysML) models within the Magic Cameo Model-Based Systems Engineering (MBSE) environment.
  • Maintain current program and technical data following Technical Reviews and Government-approved changes.
  • Manage program communications, action items, taskers, deliverables, and suspense dates using designated Government enterprise tracking systems.
  • Coordinate across Government, engineering, acquisition, and technical teams to keep program activities aligned with cost, schedule, performance, and mission objectives.


Qualifications:

  • Bachelor's degree required.
  • Active Project Management Professional (PMP) certification required.
  • Active U.S. Government TS/SCI security clearance required.
  • U.S. citizenship required; permanent residency does not meet program requirements.
  • Demonstrated Department of Defense cost and schedule management experience commensurate with a Journeyman-level Program Manager.
  • Experience managing or supporting technical projects within DoD acquisition environments.
  • Experience developing and maintaining program schedules, milestones, deliverables, and performance metrics.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification.
  • Ability to obtain DAWIA Advanced/Level III Program Management certification within 24 months of appointment.
  • Ability to obtain and maintain Special Access Program (SAP) access when required.
  • Understanding of DoD acquisition processes, program baselines, risk management, and program reporting requirements.
  • Proficiency with Microsoft 365, including Outlook, Word, Excel, OneNote, PowerPoint, SharePoint, and Teams.
  • Proficiency with Adobe Acrobat and ability to independently troubleshoot basic software and administrative-system issues.
  • Ability to complete required security-awareness and Level I Operations Security (OPSEC) training within 30 days.
  • Strong written and verbal communication skills with the ability to communicate effectively with technical teams, Government leadership, and program stakeholders.
  • Strong organizational skills with the ability to manage multiple programs, priorities, deliverables, and deadlines simultaneously.


Preferred Qualifications:

  • Master's degree in Business, Program Management, Engineering, Systems Engineering, or a related field.
  • Special Access Program (SAP) experience.
  • Experience developing and managing resource-loaded Integrated Master Schedules in Microsoft Project.
  • Experience with earned-value management, cost and schedule variance analysis, and program-health metrics.
  • Working knowledge of the DoD Risk, Issue, and Opportunity (RIO) management process.
  • Experience developing DoD acquisition documentation, including APBs, SOWs, CDRLs, milestone decision materials, and RFP inputs.
  • Hands-on Model-Based Systems Engineering (MBSE) experience.
  • Experience developing or maintaining Systems Modeling Language (SysML) models.
  • Experience working within the Magic Cameo MBSE environment.
  • Previous experience supporting Air Force, AFRL, or other DoD research, development, engineering, or acquisition programs.
