Qualifications - Master's degree from an accredited college or university preferred. Five years of experience in facilities management, school operations, or large-scale municipal operations. Three years of supervisory experience managing multi-departmental teams. Demonstrated track record of successfully managing capital bond projects and major facility renovations.

POSITION FUNCTION/PURPOSE: Responsible for strategic planning, leadership, operational oversight, evaluation, and execution of district-wide operations, including facilities management, maintenance, custodial services, construction and bond project oversight, child nutrition programs, and transportation. Ensures operational functions align with district goals to provide safe, clean, efficient, and supportive learning environments for all students.

SPECIAL KNOWLEDGE AND SKILLS: In-depth knowledge of public school operations, facility maintenance standards, USDA child nutrition regulations, and student transportation laws. Ability to analyze operational data, track work orders, monitor fleet routes, and evaluate facility cleanliness standards. Proficiency in budget management, capital planning, vendor contract management, and RFP processes. Ability to implement policy and procedures. Strong leadership, conflict resolution, crisis management, and public presentation skills.

ESSENTIAL FUNCTIONS:

• Operations Management: Establish and monitor preventive maintenance schedules, manage work-order ticketing systems, and ensure timely repair and upkeep of all district physical assets and facilities.
• Direct the maintenance and upkeep of all district grounds, landscaping, play structures, irrigation systems, and athletic fields to ensure safe, functional, and visually appealing outdoor environments.
• Establish district-wide sanitation and cleanliness standards, implement routine facility audits, and ensure proper staff training on chemical safety and equipment so students attend school in an environment that is safe, clean, and conducive to learning.
• Oversee daily route planning, fleet safety, bus maintenance programs, driver staffing, and compliance with state and federal transportation safety standards so that students arrive at school and school activities safely and on time.
• Ensure the delivery of nutritious, compliant meal programs under USDA and state guidelines while maintaining financial viability, program participation, and food safety standards.
• Serve as the primary operational liaison to architects, engineers, contractors, and municipal authorities during the planning, design, and construction of bond and capital improvement projects. Ensure projects meet district specifications, timelines, and budgets.
• Oversee long-range facility master planning, educational adequacy assessments, project commissioning, punch-list resolution, and warranty enforcement for all major construction, renovation, and capital bond projects.
• Work collaboratively with municipal, county, and community entities on shared-responsibility projects.
• Monitor and evaluate all operational departments on an ongoing basis to ensure district needs are met efficiently and effectively and implement changes where appropriate.
• Policy, Reports, and Law: Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district. Develop, implement, and maintain a comprehensive district-wide preventive safety and risk management program for all operational departments. Maintain active emergency readiness, supporting district incident command structures during severe weather or facility emergencies. Compile, maintain, and file all reports, records, and other documents as required.
• Budget: Develop and manage annual operational budgets for facilities, maintenance, custodial, transportation, and child nutrition services. Monitor expenditures to ensure cost-effectiveness, prudently manage district resources, and lead competitive bidding processes for operational contracts.
• Communication: Ensure that established goals and expectations related to district operations are communicated clearly, consistently, and in a timely manner. Deliver clear oral and written reports to the Superintendent, Chief Financial Officer, and Board of Trustees regarding project statuses, operational metrics, and facility needs.
• Personnel Management: Promote a positive workplace culture focused on customer service, safety, and accountability. Ensure clear job descriptions, performance expectations, and ongoing professional development opportunities exist across all operational sub-departments. Select, train, supervise, and evaluate departmental leadership and supervisory personnel and make recommendations relative to assignment, retention, discipline, and dismissal.
• Safety: Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a district-wide preventive safety program is developed and implemented. Follow district safety protocols and emergency procedures.
• Other: Attend all required meetings including special and regular meetings of the board. Serve as Superintendent designee to the Board on assigned Board committees.

SUPERVISOR RESPONSIBILITIES: Supervise, evaluate, and recommend the hiring, retention, discipline, and dismissal of maintenance, transportation, custodial, and food service supervisors and staff, as well as operational department clerical staff.

TOOLS/EQUIPMENT USED: Standard office equipment including personal computer and peripherals.

WORK ENVIRONMENT: Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting. Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching. Lifting: Occasional lifting and carrying (less than 50 pounds). Environment: Frequent districtwide travel; occasional statewide travel; occasional outside work with exposure to extreme hot and cold temperatures, dust, noise, vibration, and chemical and electrical hazards. Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
