Senior Navy POM Strategist / Resource Management Analyst

We are seeking an experienced Senior Navy POM Strategist / Resource Management Analyst to support our Department of the Navy (DoN) clients in aligning strategic military priorities with long-term fiscal plans. In this role, you will serve as a subject matter expert navigating the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. You will directly assist Resource Sponsors and Action Officers in building, defending, and optimizing the Navy's Program Objective Memorandum (POM) submission across the five-year Future Years Defense Program (FYDP).

This role requires someone who understands the Navy Planning, Programming, Budgeting, and Execution (PPBE) process from the resource sponsor perspective and can actively support the development, coordination, analysis, and management of Program Objective Memorandum (POM) activities.

The ideal candidate is a former Navy Action Officer or Resource Sponsor staff member with OPNAV experience and understands how requirements, resources, priorities, and senior-leader decisions come together to support the POM.

We are looking for someone who understands how the Navy builds and manages a program, can navigate the POM process, and can help senior leaders turn priorities and requirements into defensible resource decisions.

Key Responsibilities

  • Support the full lifecycle of Navy POM development and resource sponsorship activities, including planning, issue development, analysis, coordination, adjudication, and senior-leader decision support.
  • Translate high-level strategic guidance (e.g., National Defense Strategy, CNO Navigation Plan) into actionable capability and resource requirements.
  • Lead client teams through the Programming phase of the PPBE cycle, identifying resource imbalances, structural deficits, and unfunded priorities.
  • Draft high-impact Issue Papers, impact statements, senior leadership briefings to defend Navy program lines during internal and external Office of the Secretary of Defense (OSD) reviews.
  • Coordinate complex programmatic inputs between various OPNAV codes (e.g., N80, N81, N82), resource sponsors, and Portfolio Acquisition Executives (PAEs)
  • Formulate point papers, technical briefings, and justifications to defend naval program lines during internal resource reviews.
  • Conduct rigorous "what-if" impact analyses on proposed funding adjustments, assessing the operational and readiness risks of potential resource reductions.
  • Document, track, and maintain a rigorous historical log of program changes, controls, and baseline adjustments throughout the active programming cycle
  • Develop and evaluate programming issues, resource requirements, offsets, funding alternatives, and investment priorities across the Future Years Defense Program (FYDP).
  • Analyze funding profiles and programmatic impacts across appropriations, fiscal years, and competing requirements.
  • Support development of POM issue papers, decision briefs, reclamas, impact statements, data calls, budget exhibits, and senior-leader briefing materials.
  • Track and manage POM actions, decisions, deadlines, dependencies, and changes throughout the programming cycle.
  • Facilitate working sessions and leadership discussions to identify priorities, evaluate tradeoffs, resolve resource issues, and develop recommendations.
  • Translate operational, policy, workforce, technology, and business requirements into clear programmatic and resource requirements.
  • Assess the impacts of funding changes and programming decisions on mission outcomes, schedules, capabilities, and organizational priorities.
  • Coordinate with stakeholders across OPNAV, Navy Secretariat organizations, Budget Submitting Offices, program offices, and other Navy and DoD organizations as required.
  • Support reconciliation of POM decisions with subsequent budgeting and execution activities to maintain continuity between planning, programming, budgeting, and execution.
  • Develop repeatable processes, tools, dashboards, and decision-support products that improve visibility into the organization's resource portfolio and POM activities.
  • Provide senior leaders with concise, data-driven recommendations regarding resource allocation, program priorities, risks, and tradeoffs.

Required Qualifications

  • 8+ years of relevant DoD financial management, programming, resource management, or PPBE experience, with significant experience supporting the Department of the Navy.
  • 510+ years of experience navigating DoD acquisition, federal budgeting, or direct OPNAV staffing processes.
  • Advanced, demonstrable knowledge of the Navy's internal POM workflow, from Issue Generation through the Program Budget Coordination Group (PBCG) up to OSD submission.
  • Proficiency with Navy database systems, financial modeling utilities, or strategic prioritization platforms (e.g. PBIS).
  • Direct experience working within or closely supporting an OPNAV resource sponsor or comparable Navy headquarters resource management organization.
  • Strong understanding of the relationship between requirements, programming, budgeting, appropriations, execution, and the FYDP.
  • Experience developing or coordinating POM issues, funding requirements, offsets, programmatic alternatives, or senior-leader resource decisions.
  • Ability to independently manage complex POM actions involving multiple stakeholders and competing priorities.
  • Experience preparing analyses and briefing complex financial and capability data into concise narratives for senior Navy or DoD leadership for review or decision.
  • Strong quantitative, analytical, organizational, and written communication skills.
  • Advanced proficiency with Microsoft Excel and PowerPoint.
  • U.S. citizenship and ability to obtain and maintain the required security clearance.
  • Ability to work onsite at the client location in Arlington, VA, on a regular basis to support senior leadership, POM activities, working sessions, and stakeholder coordination.

Highly Desired Qualifications

  • Prior experience serving on an OPNAV resource sponsor staff or directly supporting a resource sponsor through multiple POM cycles.
  • Experience at the OPNAV, ASN, BSO, or other Navy headquarters level.
  • Experience managing a large or complex Navy portfolio spanning multiple programs, appropriations, or mission areas.
  • Familiarity with Navy and DoD programming and financial management systems, data sources, and decision-support processes.
  • Experience supporting senior-level POM drills, issue teams, programming reviews, budget reviews, or resource adjudication.
  • Understanding of congressional budget actions, reprogramming, execution, and how decisions made during the POM ultimately flow into budget formulation and execution.
  • Experience improving or modernizing PPBE processes through data analytics, automation, dashboards, or decision-support tools.

Education

  • Bachelor's degree in relevant field or relevant years of experience
  • CDFM certification preferred

What Success Looks Like

The successful candidate will quickly become a trusted resource to government leadership for all things POM. They will understand where the organization is in the PPBE cycle, what decisions are approaching, what information leadership needs, who needs to be involved, and what actions must occur to keep the portfolio moving forward.

Rather than waiting for individual tasks, this person will help manage the POM process, anticipate upcoming requirements and decision points, organize stakeholders and information, identify resource risks and opportunities, and ensure leadership is prepared to make informed programming decisions.
