Under the direction of elected officials, the mayor's secretary general implements the policies outlined by the municipal team and coordinates the commune's services with its material, financial, and human resources. 1 - Welcome, inform the population, and process files in the areas of civil status, elections, town planning, and social aid. 2 - Assist and advise elected officials, prepare the municipal council, deliberations, commissions, and mayor's orders. 3 - Prepare, format, and monitor the execution of the budget. 4 - Monitor public procurement and subsidies. 5 - Manage the accounting: commitments of expenses and titles of revenues. 6 - Manage the staff (payroll). 7 - Manage the communal property and follow the works. 8 - Manage and develop links with intercommunal structures
- KNOWLEDGE: - know the areas of competence of municipalities and their organization; - know the status of the Territorial Public Service and the rules of civil status and town planning; - know the regulatory procedures for the award of public procurement and contracts; - know the legal rules for the elaboration of administrative acts; - know the regulatory framework for the operation of public bodies and establishments. - KNOW HOW: - respect regulatory deadlines; - know how to manage versatility and priorities; - verify the coherence and respect of the regulatory framework of administrative files; - prepare files for mandate, expenses and revenues, requests and justifications of subsidies, and financial declarations; - prepare and format decisions of the municipal council, administrative acts of the mayor, and civil status acts; - develop and animate a reception system for the population; - control and evaluate the actions of services; - KNOW TO BE: - know how to communicate and have a good capacity for listening and understanding; - have a sense of public service (deontology and discretion); - benefit from excellent relational qualities.

L332-8 provision 7 of the general code of the public service - A contractual employee may be recruited for this position because it is a position of mayor's secretary general in a municipality with less than 2000 inhabitants. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
