Job description

Learning & Development Manager

The Learning & Development Manager leads company-wide training and professional development for BUILD Renewables' corporate offices and utility-scale solar project sites. Partnering with Human Resources, Safety, Operations, Payroll, Compliance, Legal, and company leadership, this role identifies skill gaps, strengthens employee capabilities, supports career development, and promotes a consistent learning culture. The position also supports registered apprenticeship programs and training related to the Inflation Reduction Act's prevailing-wage and apprenticeship requirements.

Essential Responsibilities

Learning Strategy and Program Development

  • Develop and implement a company-wide learning strategy aligned with business goals, workforce needs, and company core values.
  • Assess training needs and establish annual priorities, plans, calendars, budgets, and standards across corporate offices and active project sites.
  • Design and facilitate instructor-led, virtual, and self-paced leadership, technical, compliance, and professional-development programs.
  • Create and maintain practical learning materials, including presentations, facilitator guides, participant resources, job aids, videos, and assessments.
  • Coordinate training with internal subject-matter experts, external providers, consultants, and educational partners, ensuring content remains accurate and current.

Apprenticeship and Compliance Training

  • Support the company's registered apprenticeship programs in partnership with Human Resources, Payroll, Compliance, Safety, Operations, Legal, and project leadership.
  • Develop training and job aids covering prevailing-wage requirements, wage determinations, worker classifications, fringe benefits, apprentice utilization and ratios, certified payroll, timekeeping, recordkeeping, subcontractor responsibilities, and audit readiness.
  • Coordinate apprentice onboarding, orientation, related technical instruction, on-the-job learning expectations, progression requirements, and supervisor resources.
  • Support tracking of apprentice participation, training hours, competencies, and progression, ensuring records are complete and available for audits or program reviews.
  • Communicate program and process updates, corrective actions, and lessons learned; escalate legal, classification, wage-determination, or regulatory-interpretation questions to the appropriate experts.
  • Coordinate with apprenticeship committees, educational partners, workforce agencies, and training providers to strengthen apprentice development, retention, mentorship, and advancement.

Leadership, Career Development, and Onboarding

  • Develop leadership programs for supervisors, general foremen, superintendents, project managers, and emerging leaders.
  • Provide managers with tools and training for coaching, feedback, performance management, documentation, and employee development.
  • Support career paths, competency models, succession planning, mentorship, job shadowing, cross-functional development, and individual development plans.
  • Maintain consistent onboarding programs and 30-, 60-, and 90-day expectations for corporate, project-management, and field employees.
  • Evaluate onboarding and development programs and recommend improvements based on employee, manager, and business feedback.

Learning Systems and Program Administration

  • Manage the learning management system, electronic training records, course assignments, schedules, completion tracking, training histories, and reporting.
  • Coordinate training across departments, projects, locations, and time zones and follow up on overdue requirements.
  • Evaluate program effectiveness using assessments, participation and completion rates, employee feedback, knowledge retention, performance data, and operational outcomes.
  • Monitor construction-industry and workforce-development trends and recommend appropriate program updates.
  • Distinguish professional-development training from certifications that must be administered by qualified safety or technical personnel.

Qualifications

  • Bachelor's degree in human resources, organizational development, education, business, construction management, or a related field preferred.
  • Five or more years of experience in learning and development, employee training, organizational development, or a related field.
  • Experience designing and facilitating leadership-development and technical-training programs, with knowledge of adult-learning and instructional-design practices.
  • Experience supporting construction, renewable energy, engineering, utilities, manufacturing, or another field-based industry strongly preferred.
  • Experience administering a learning management system and maintaining accurate training records.
  • Proficiency with Microsoft Office, Teams, SharePoint, and virtual-training platforms.
  • Strong presentation, facilitation, written-communication, relationship-building, and project-management skills, with the ability to manage multiple priorities and work effectively at all organizational levels.

Preferred Qualifications

  • Experience in utility-scale solar, battery energy storage systems, renewable-energy construction, or project-based construction operations.
  • Experience supporting a geographically dispersed workforce.
  • Knowledge of Davis-Bacon prevailing-wage, Inflation Reduction Act, and registered-apprenticeship requirements.
  • Experience developing career paths, competency models, mentorship programs, or succession plans; CPTD, APTD, SHRM, PHR/SPHR, or instructional-design certification preferred.

Working Conditions:

  • Combination of in-office and remote work (3 days in office, 2 days remote).
  • Travel up to 50% to active project sites, company offices, and training locations; must comply with site requirements and wear required personal protective equipment.
  • Ability to support employees across multiple locations and time zones; occasional early-morning or after-hours availability may be required.
  • General work environment includes prolonged sitting, standing, walking, typing, carrying, pushing, and bending; occasional lifting of up to 50 lbs.
  • Work is primarily indoors with varying environmental conditions. Noise is usually low to medium but may be loud on project sites.
  • BUILD Renewables complies with the ADA and applicable state law and will consider reasonable accommodations that enable qualified individuals with disabilities to perform essential functions.
