Green Infrastructure Operations Manager

The City of Eugene's Parks and Open Space Division is entering a new chapter shaped by thoughtful planning and a strong commitment to protecting the community's essential green spaces. With the Urban Forestry Action Plan now adopted as our 15-year guide for canopy health, equity improvements, and climate preparedness, we are well positioned to continue building a resilient and livable city.

We are seeking a Green Infrastructure Operations Manager to guide this established section through the work ahead with collaboration, clear direction, and creativity. Eugene has laid a strong foundation for addressing emerging challenges, including climate impacts, drought stress, the spread of Emerald Ash Borer, and increasing wildfire risk, but advancing this framework will require commitment. District-specific strategies and long-term targets, including the plan to establish more than 214,000 new trees over 15 years, underscore the community's commitment to a healthier, more resilient future.

Work Location: Roosevelt Yard, 1820 Roosevelt Blvd, Eugene. Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. with the flexibility per business need.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Leads, manages, directs, and coordinates all activities of the Urban Forestry, Vegetated Stormwater Facilities and Median Maintenance Section of the Parks and Open Space Division of Public Works.
  • Directly supervises and guides multiple work unit supervisors in planning, organizing, prioritizing and implementing work unit budgets, work plans, programs, and associated activities.
  • Provides leadership and directs the implementation of operational programs and policy through direct supervision of work unit supervisors.
  • Develops vision, long range goals and short-range goals for the section. Coordinates the development of policies, procedures, and practices for the section.
  • Coordinates urban forestry, stormwater facilities, and median maintenance work with other sections, divisions, departments, agencies, public utilities, developers, and the general public.
  • Integrates and addresses policies, laws, and regulations, from federal, state, and local levels into a cohesive approach, including the Eugene Code, Eugene Comprehensive Stormwater Management Plan, Eugene Capital Improvement Plan, Clean Water Act, and National Environmental Policy Act.
  • Serves as a member of the Division's Management Team, helping to set the strategic direction and policy of the Division.
  • Is responsible for assisting the Parks and Open Space Division Director in the day-to-day management and administration of assigned operational duties and provides highly complex professional and administrative support.
  • Acts in capacity as the Parks and Open Space Division Manager in his/her absence. Performs other managerial, supervisory, or administrative duties as assigned.
  • Actively supports and respects diversity in the workplace.

Qualifications

Minimum Qualifications

Experience: Five years of increasingly responsible operations experience in the management of at least one of these areas: storm water/water quality facilities, urban forestry, and landscape maintenance programs, which includes supervisory responsibility.

Education: Equivalent to a Bachelor's degree from an accredited college or university in natural resource management, urban forestry, horticulture, or a closely related field.

Background: Must pass a background check.

License: Valid Oregon driver's license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities:

  • Understanding of Urban Forestry and Stormwater Best Management Practices as it directly relates to NPDES Permit.
  • Understanding of Asset Management using Arc GIS and mobile technology.
  • Thorough knowledge of both the operational and administrative aspects of a complex municipal organization.
  • Planning of long-range goals and objectives for right-of-way vegetation and stormwater facility management and program effectiveness.
  • Section budget development and implementation, including forecasting additional fund needs for the Section.
  • Project management and research in urban forestry, municipal right-of-way vegetation and storm-water management.
  • Work collaboratively and develops effective relationships with staff and other city departments and divisions and provide leadership with a demonstrated ability in analyzing operational conditions and issues bringing them to a resolution that supports organizational goals.
  • Effectively communicates both orally and in writing, exercising diplomacy, discretion and tact in dealing with sensitive, and complex issues.
  • Place a high value on safety programs and a thorough understanding of traffic control planning and implementation.
  • Place a high value on developing leadership skills of staff at multiple levels.
  • Lead in support of other City values and goals including equity and inclusion.
  • Directs, oversees and develops section budget including forecasting additional fund needs for the Section.
  • Identify issues, analyze problems and work collaboratively with staff and internal customers
  • Participates in development of division goals, objectives and policies.

Supplemental Information

Asset management will be a central focus of the next decade. The manager will help modernize how we track and care for a growing system of green infrastructure using data and coordinated planning to guide maintenance and capital investment. This section currently consists of 19 FTE, with an annual operating budget of $3.1 million and is responsible for:

  • 70,000 street trees
  • 623 public vegetated stormwater facilities
  • 2,243 private facility oversight
  • 215 vegetated medians and 16 acres of vegetated right-of-way

As Eugene continues to grow, these stormwater assets are expanding rapidly, and the Green Infrastructure team is responsible for ensuring they function safely, meet regulatory standards, and are maintained in ways that support ecological health and long-term system sustainability.

In addition to the Parks and Open Space Division's Management Team, this position also serves on both the Stormwater and Transportation Management Teams, helping integrate green infrastructure into citywide decisions related to mobility, water quality, climate adaptation, and development. Supported by the Parks and Open Space Strategic Plan's focus on staff wellbeing, resource optimization, environmental resiliency, and community experience, the manager will contribute to a coordinated effort to strengthen Eugene's natural systems.
