Mid-Level Contract Support [MCS]MCS personnel shall possess all demonstrated experience and educational requirements delineated in this section. Experience must reflect abilities to support federal acquisitions; one qualification may not be substituted for another. Each candidate must possess all minimum qualifications as verified by a signed and dated resume by the individual and a corporate executive, and the resume must reflect documented pre-award and post-award acquisition processes and activities.Possess a working knowledge of the Federal acquisition life cycle.Conduct comprehensive research and analysis of technical and cost/price data.Read and interpret Federal acquisition policy, regulations, and directives.Review and/or write requirements, ensuring receipt of sound and sufficient procurement packages.Provide business advice and assistance to technical experts, requiring activities, and customers.Analyze and assist in the development of IGCEs.Work with technical experts and the CO to ensure project milestones are reflected in contractual documents and project plans.Plan, coordinate, evaluate, and execute logistical actions required to support organizational missions.Support planning, preparing, developing, executing, and maintaining current acquisition plans, strategies, and program office acquisition administration functions.Research and review policies, guidance, and regulations to support CO decision-making.Coordinate with leadership, staff, and stakeholders to conduct analyses and recommend courses of action.Assist in performance of cost-benefit analyses.Analyze and evaluate pricing data to draft price reasonableness recommendations for the CO.Establish parameters and controls to ensure contracts are executed in accordance with terms and conditions.Assist in monitoring contract performance and resolving issues related to changes, claims, payments, and similar matters.Prepare or draft contract modifications and associated documentation.Support COs and CSs on all phases of acquisition for contract modifications, change orders, supplemental agreements, and delivery order processes, including justification and approval documents where required.EducationBachelor's degree in any field and at least twenty-four [24] semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.ExperienceA minimum of three [3] recent years [within the last five years] of relevant federal contracting experience in conducting comprehensive contract acquisition support services with knowledge of the FAR, VAAR, and other applicable regulations and policies.
