Facilities Maintenance & Operations Manager
Ensure that campus facilities and equipment are operating in a safe and efficient manner. Enable the maintenance staff to function at maximum efficiency and ensure that the goals and objectives of the maintenance program are being met with available resources.
Bachelor's Degree required in Engineering, Architecture, Facilities Management, Construction Management, or related field. Must have knowledge of federal, state, and local building codes, ordinances, laws, and regulations. Minimum of five years of experience in facilities maintenance administration or construction supervision preferred. General knowledge of all aspects of school plant maintenance and construction. Demonstrate leadership, communication, organizational, and computational skills preferred. Valid Texas Drivers License and a clear driving record.
Supervise all facilities maintenance & operations department personnel. Advise all facilities maintenance & operations department personnel in the performance of all needed tasks. Ensure that quality maintenance work is performed in a safe and code-compliant manner at all times. Assist the Director of Maintenance & Operations in advising what department needs are in all areas of facilities maintenance, operations, and minor construction. Assist the Director of Maintenance & Operations in advising what work orders and services are appropriate and recommended for outsourcing. Observe construction work in progress to ensure that methods and materials used, and procedures are followed in strict conformance with construction documents, project specifications, laws, regulations, building codes, construction standards, and other industry guidelines as required. Meet with and advise the Director of Maintenance & Operations on project progress, delays, and assist in providing solutions as required to ensure proper completion of projects within the allotted timeframe. Review project payment applications and project change orders as required. Counsel employees on absenteeism, unsafe work practices, and proper documentation of time accounting. Assist the Director of Maintenance & Operations in ensuring that the school district is in compliance with all city, state, and federal regulations and laws regarding educational facilities maintenance & operations. Assist in planning, coordinating and directing the implementation of facilities maintenance and construction capital improvement projects. Interfaces with district and school administrators, staff, teachers, and community to ensure coordination of activities is consistent with district and school's goals and objectives. Assist in obtaining, developing, and reviewing plans and specifications for facilities construction and capital improvement projects. Assist in maintaining, preparing and managing the maintenance & operations department budget. Develop, implement and improve preventive maintenance programs. Assist in preparing bid proposals for facilities maintenance and capital improvement construction projects. Review proposals and recommend award of contracts. Assist in obtaining required documentation from successful contractor. Coordinate all contract and work performed by design professionals employed for facilities construction projects. Responsible for supervision and administration of facilities construction and capital improvement projects. Assist in providing reports, documentation and other information requested by the Board of Trustees, administration, interested entities, school communities, and the general public regarding the status of facilities maintenance. Assist in developing procedures and ensure their proper execution for budgeting, scheduling, and quality work implementation. Assist in overseeing the department warehouse and ensuring proper documentation and use of materials. Supervise, train, set goals, coach and evaluate all Facilities Department supervisors. Determine work order responsibilities and assigns supervisors to those responsibilities. Control work order cost by reviewing and recommending expenditures approvals. Confirm work order performance by conducting field quality assurance inspections at school campuses and departments. Maintain project schedules by monitoring progress and coordinating work order activities. Be available by phone, email, or video conferencing during regular business hours to confer with district personnel. Regular and reliable attendance is an essential job responsibility unless instructed to work from home by supervisor. Assist in maintaining a safe and healthy work environment. Usage of personal equipment, including but not limited to personal cellular phone, personal computer, and personal internet service when working from home during a District closure due to government or Board order or during an emergency affecting normal District operations. Perform other tasks and assume other responsibilities as may be assigned by supervisor. All employees are expected to comply with lawful directives.
Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions. Some bending, lifting and stooping while performing job related functions. Exposure to heat, cold, and dusty working conditions. Frequent district wide travel; occasional prolonged and irregular hours, ability to conduct on-site inspections of all maintenance facilities and construction projects.

Wage / Hour Status: Exempt. Minimum Salary: $64,001. Pay Grade: 4. Minimum Work Days: 226. Month: 12.
