Job Description

Rios Partners is seeking an experienced communications executive to serve as Communications Lead supporting a large-scale federal financial management capability-building and training engagement. This individual will design and lead the communications and learner-engagement strategy for an executive-level financial leadership training program, translating complex healthcare finance concepts into clear, accessible materials for non-expert audiences.

This is a senior, client-facing role requiring both strategic communications leadership and direct subject-matter credibility in the managed care/health insurance industry.

Key Responsibilities

• Design and execute a communications and learner-engagement strategy supporting an executive financial leadership training curriculum.
• Develop branding and identity, course materials, and reference guides.
• Develop pre-launch awareness and enrollment campaigns directed at senior client leadership.
• Create learner-facing communications across email, intranet, and print channels.
• Develop video and multimedia assets that translate complex healthcare finance content — including third-party insurance billing, managed care reimbursement, and revenue-cycle operations — into clear instructional media.
• Develop post-training reinforcement campaigns that sustain adoption of new financial management practices across the client's program offices and field locations.
• Ensure all materials are clear, accurate, and tailored to a public-sector finance audience.
• Partner closely with instructional designers and subject-matter experts to ensure technical and financial concepts are communicated simply and are easy for non-expert audiences to absorb.

Required Education, Skills, and Experience

• Minimum of 12 years of relevant experience.
• Experience developing marketing and member communications specifically for managed care health insurance organizations, including communicating plan operations, reimbursement, and coverage details to non-expert audiences.
• Prior service as an executive within a managed care organization — e.g., a health insurance payer such as UnitedHealthcare, Humana, Aetna, Molina, Centene, CareSource, or AmeriHealth, or a comparable Medicare Advantage/Medicaid managed care plan. Consultants and vendors who supported such an organization do not qualify.
• Direct operational knowledge of all three of the following: payer reimbursement, member communications, and health plan financial operations.
• Ability to produce clear, accurate, audience-appropriate communications across email, intranet, print, video, and multimedia channels.
• Ability to obtain and maintain a Low Risk / National Agency Check with Written Inquiries (NACI) suitability determination.
• U.S. work authorization required.

Minimum qualification note: General healthcare communications or consulting experience alone does not satisfy these requirements. The resume must evidence executive service inside a managed care organization and hands-on knowledge of all three operational areas listed above.

Preferred Qualifications

• Knowledge of U.S. Department of Veterans Affairs (VA) financial systems and VA finance operations is a significant plus.
• Experience developing communications and instructional content for healthcare finance, managed care reimbursement, or revenue-cycle operations.
• Experience supporting federal or other public-sector clients.
• Experience supporting executive training, learner engagement, or adoption campaigns.
• Experience translating technical financial or operational content into multimedia instructional assets.

Additional Information

• Work may be conducted virtually or on-site at client locations as directed.
• Travel may be required in support of training delivery and related activities.
• Hours may be structured as fractional/part-time or full-time depending on program needs; candidates should be prepared to discuss availability across a flexible weekly range.
• Final employment terms and assignment are contingent upon contract award and client approval of Key Personnel.
