Job description

Job Summary:

The Cloud Architect is a senior-level leadership role responsible for supporting the Judicial Branch Enterprise Architecture program by aligning business and IT strategies through cloud technologies and hybrid cloud solutions. This position leads the evaluation, design, implementation, and governance of cloud-hosted infrastructure and applications, ensuring compliance with enterprise technology standards and advancing strategic objectives across the organization.

Responsibilities:

  • Develop and maintain relationships with courts, stakeholders, and technology partners to drive cloud adoption.
  • Manage a portfolio of branch-wide cloud projects and associated contracts.
  • Ensure compliance with Enterprise Technical Architecture standards and policies.
  • Participate in governance, project, and technical meetings across Judicial Council organizations.
  • Coordinate issue resolution among Judicial Council teams, courts, and vendors.
  • Support RFP development and vendor selection activities.
  • Oversee procurement and contract administration activities.
  • Serve as advisor on business and technical infrastructure alignment.
  • Develop cloud program plans, roadmaps, schedules, and governance mechanisms.
  • Monitor project execution and provide executive-level status reporting.

Required Skills & Certifications:

  • 10+ years in senior management roles leading large-scale technology programs and projects.
  • 7+ years leading enterprise program planning, forecasting, implementation, and resource management.
  • Experience managing teams of architects, developers, analysts, and testers.
  • 10+ years developing strategic technology roadmaps, standards, and governance frameworks.
  • 7+ years of vendor management experience.
  • Extensive knowledge of cloud vendors and cloud platforms.
  • Strong understanding of public, private, managed, hybrid, and multi-cloud environments.
  • Experience with cloud migrations and cloud solution architecture.
  • Experience managing environments including on-premises datacenters, colocation facilities, hosted datacenters, SaaS platforms, and cloud datacenters.
  • Strong systems analysis skills throughout the project lifecycle.
  • Familiarity with ITIL-based service delivery methodologies.
  • Ability to build consensus across diverse stakeholders.
  • Experience developing enterprise technology policies.
  • Strong communication skills with both technical teams and executive leadership.
  • Public-sector experience preferred, especially California state government experience.

  • Experience leading high-performing architecture teams.
  • Proven innovation leadership.
  • Program cost management and procurement management experience.
  • Strong understanding of ROI and TCO analysis.
  • Experience managing multimillion-dollar programs and portfolios.

Special Considerations:

  • Role requires leadership and coordination across multiple judicial and technical stakeholders.
  • Must ensure compliance with strict enterprise technical architecture standards and governance policies.
  • Involvement in procurement and contract administration requires adherence to formal processes.

Scheduling:

  • Typical full-time schedule with participation in governance and project meetings across multiple Judicial Council organizations.
  • May require coordination across different time zones and availability for executive-level reporting.
