Supervisor of Human Resources

Under the direction and supervision of the Superintendent of Schools, the Supervisor of Human Resources is responsible for coordinating, administering, and supporting the day-to-day human resources functions of Shelton Public Schools. The Supervisor assists the Superintendent and district administrators in the implementation of personnel procedures, collective bargaining agreements, Board of Education policies, and applicable state and federal employment requirements.

The Supervisor of Human Resources serves as a resource to the Superintendent and district administrators regarding personnel matters and makes recommendations to the Superintendent as appropriate. The position is primarily responsible for the effective administration and coordination of human resources operations and does not independently establish district personnel policy or exercise authority reserved to the Superintendent or Board of Education.

The Supervisor of Human Resources reports directly to and works under the direction of the Superintendent of Schools.

Responsibilities and Duties:

  • Administer and monitor district personnel practices for compliance with applicable federal and state employment laws and regulations, including Equal Employment Opportunity requirements, Title IX employment provisions, the Age Discrimination in Employment Act, wage and hour requirements, the Family and Medical Leave Act, and laws and regulations related to discrimination and harassment.
  • Coordinate recruitment activities for district vacancies, including postings, applicant processing, interview procedures, reference and credential verification, and other components of the hiring process under procedures and direction established by the Superintendent.
  • Assist the Superintendent and appropriate administrators in the recruitment, selection, assignment, transfer, promotion, discipline, separation, and other personnel processes for district employees.
  • Coordinate the administrative processes associated with employee hiring and onboarding and ensure that required employment documentation, certifications, background checks, and other employment requirements are completed.
  • Assist the Superintendent and administrators with employee investigations, due-process procedures, disciplinary matters, and other employee-relations issues as assigned.
  • Conduct or assist with preliminary investigations of employee complaints involving discrimination, harassment, workplace conduct, failure to accommodate, or other personnel matters as directed by the Superintendent and prepare findings, documentation, and recommendations for administrative review.
  • Provide guidance and technical assistance to administrators regarding employee evaluation procedures and ensure that required evaluation documentation and timelines are maintained.
  • Coordinate the maintenance and periodic review of district job descriptions and prepare proposed revisions or descriptions for new positions in consultation with the Superintendent and appropriate administrators.
  • Maintain an accurate and comprehensive personnel records system for district employees, including records related to employment, assignments, transfers, tenure, certifications, retirements, leaves, promotions, terminations, reductions in force, compensation, salary advancements, and other personnel matters.
  • Ensure personnel records are maintained confidentially and in accordance with applicable laws, Board policies, collective bargaining agreements, and district procedures.
  • Coordinate employee leave administration, including Family and Medical Leave, workers' compensation-related absences, contractual leaves, accommodations, and other authorized leaves.
  • In collaboration with appropriate district and City of Shelton personnel, assist with the administration of employee medical, dental, vision, and other benefit programs.
  • Coordinate and monitor the district's workers' compensation program, unemployment filings, required state and federal personnel reporting, employee certification renewals, and credential verification.
  • Review and maintain approved programs of study for certified personnel for purposes of salary advancement and tuition reimbursement in accordance with collective bargaining agreements and district procedures.
  • Administer established employee salary schedules, contractual compensation provisions, and personnel-related payroll information in collaboration with the district's Finance Department.
  • Review employee placement on applicable salary schedules and make recommendations regarding compensation placement to the Superintendent or designee when interpretation or administrative approval is required.
  • Prepare personnel data, reports, statistical information, and other documentation required by the Superintendent, Board of Education, Connecticut State Department of Education, or other governmental agencies.
  • Maintain accurate staffing information and assist the Superintendent with personnel projections, vacancy reports, staffing reports, and other workforce information.
  • Work collaboratively with administrators and appropriate staff in implementing district evaluation plans, personnel procedures, and administrative practices.
  • Coordinate and assist with orientation and onboarding programs for newly hired employees.
  • Coordinate criminal history record checks, Department of Children and Families registry checks, and other legally required employment screenings for employees, volunteers, and other individuals as required by Connecticut law and Board policy.
  • Monitor educator certification requirements and assist employees and administrators with Connecticut State Department of Education certification procedures.
  • Serve as the district's liaison to the City of Shelton Merit System testing process and participate in committees or meetings as assigned by the Superintendent.
  • Implement and administer Board of Education policies and district procedures related to personnel and human resources.
  • Maintain the confidentiality of employee and personnel information consistent with applicable laws, regulations, Board policies, and professional standards.
  • Maintain current professional knowledge regarding human resources practices, Connecticut employment law, educator certification, collective bargaining, and school district personnel administration through appropriate professional development.
  • Perform other duties and responsibilities as assigned by the Superintendent of Schools.

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in human resources, business administration, public administration, education, organizational management, or a related field.
  • A minimum of three years of progressively responsible experience in human resources, personnel administration, employee relations, school administration, municipal government, business, nonprofit administration, or a related field.
  • SHRM certification preferred.
  • Human resources experience in a public school district, municipality, or other public-sector organization.
  • Knowledge of Connecticut employment statutes, collective bargaining requirements, educator certification procedures, and public-sector personnel practices.
  • Experience administering collective bargaining agreements and supporting grievance, investigation, and employee-relations processes.
  • Experience with Tyler MUNIS or comparable human resources/payroll management systems.

Terms of Employment:

This exempt position has a twelve (12) month work year; 40-hour work week. Salary range is $118,000 $128,500 commensurate with experience. Competitive benefits package. Six (6) month probationary period.
