Under the responsibility of the director of Semsirh, the holder of the position has the mission to design, structure and disseminate a digital services offer for the academies and the central administration in line with their business needs and the strategic orientations of the SIRH. The construction and implementation of the service offer may require the establishment of partnerships with the beneficiary structures.
Conception and evolution of the service offer
Identify and analyze the needs of the academies and the central administration, in collaboration with business teams and territorial representatives;
Prioritize the services to be integrated into the offer based on the strategic priorities of the SIRH, technical, budgetary and regulatory constraints, and feedback from user management or pilot services;
Propose evolutions of the offer, based on experience feedback and benchmarks (e.g., existing solutions in other ministries);
Update and promote the offer to stakeholders.
Coordination of partnerships
Develop partnerships with the academies and the central administration by:
Identifying pilots to test and validate new solutions;
Prioritizing evolutions based on user feedback;
Formalizing partnership agreements to frame reciprocal commitments;
Participate in the animation of the network of referents to develop knowledge of the offer and facilitate its deployment;
Develop economic models to finance new digital services;
Monitor key indicators of the adoption of the offer.
Transverse skills
Written and oral communication skills, implying proven writing qualities;
Ability to promote IT solutions and address different interlocutors and targets;
Initiative spirit
Knowledge
IT project management;
Knowledge of the functioning modes of the administration (notably HR) or of the ministry;
Knowledge of human resources information systems, such as the interministerial ecosystem RenoiRH is a plus.
