The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for an ATC Mission Security Coordinator to provide onsite support out of Norfolk, VA.


Responsibilities

The candidate will provide technical and operational security support to the ACT Mission Security Coordinator, helping safeguard HQ SACT personnel during official travel, external missions, and high-profile events. Responsibilities include analyzing ACT travel data to identify high-risk destinations and critical travel locations and collecting and assessing security information from multiple sources, including open-source intelligence (OSINT), classified reporting, and local security advisories. Conduct risk assessments, security audits, and site surveys to identify potential threats and vulnerabilities and develop comprehensive security plans and mitigation strategies in accordance with NATO security policies and procedures. Assess attendee information involving non-NATO participants to identify potential counterintelligence (CI) risks. Develop and deliver tailored security briefings, risk assessments, and security recommendations for HQ SACT travelers, senior leaders, event planners, and other NATO stakeholders. Responsibilities include preparing security briefs for senior management approval and coordinating security requirements for Diamond Events and external missions with local authorities, law enforcement, intelligence agencies, and international organizations. Support security logistics, site assessments, emergency response planning, and the harmonization of local security procedures with NATO requirements. During events, the candidate will provide on-site security support and oversight at host venues, including Delegate Assistance Centres, registration desks, and check-in locations, to ensure established security protocols are followed and NATO personnel are appropriately safeguarded. Following missions and events, the candidate will prepare After-Action Reports (AARs), post-event analyses, lessons learned products, and historical security documentation to capture security challenges, effective practices, and opportunities for improvement. Working closely with the Force Protection (FP) team, the candidate will ensure lessons and security observations are incorporated into future planning and risk-management activities. Maintain compliance with NATO documentation standards for security-related reports, briefings, incidents, and lessons learned while providing ongoing consultation to Force Protection personnel, NATO Command leadership, event planners, and other internal stakeholders regarding security requirements, operational priorities, and risk management.


Qualifications

Required:

  • 5+ years of experience in security administration, risk management, criminology, public administration, or industrial security administration; experience must include direct responsibility for the planning, coordination, and execution of security operations for high-profile events, international travel, or multinational operations.
  • 3+ years of experience planning, managing, and executing security measures for major events involving VIPs, senior leadership, or large-scale international operations.
  • Demonstrated experience conducting risk assessments and site security surveys and coordinating with local law enforcement, intelligence agencies, and emergency responders.
  • Possession of a recognized Risk Management certification, such as PMP, CRMP, or equivalent, or another relevant security-related qualification; additional certifications in counterterrorism or crisis management are considered an asset.
  • Demonstrated ability to collect, analyze, and interpret security-related information from Open-Source Intelligence (OSINT) and other classified or unclassified sources.
  • Ability to develop comprehensive security briefings, risk assessments, and incident reports for senior leadership and operational teams.
  • Demonstrated ability to engage effectively with stakeholders at all levels, including senior leadership, internal teams, external security agencies, and local law enforcement, while coordinating security measures and maintaining effective communication during mission execution.
  • English Language Proficiency:Demonstrated proficiency in English in accordance with STANAG 6001, Standardized Linguistic Profile (SLP) 3333 — Listening, Speaking, Reading, and Writing, or equivalent.
  • Proficiency with MS Office Suite, security databases, and collaborative tools such as SharePoint and MS Teams.
  • Ability to effectively utilize online resources for OSINT gathering and digital platforms for security planning, coordination, documentation, and reporting.
  • Able to work fully onsite based on client needs.
  • Active NATO or National Secret clearance.


Pay Range Information

At SPA, we strive to deliver a robust total compensation package that will attract and retain top talent. Elements of the compensation package include competitive base pay and variable compensation opportunities. SPA provides eligible employees with an opportunity to enroll in a variety of benefit programs, generally including health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance programs, and a number of programs that provide for both paid and unpaid time away from work. The specific programs and options available to any given employee may vary depending on eligibility factors such as geographic location, date of hire, etc. Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $110,000.00/Yr. - USD $140,000.00/Yr.

Qualifications
