Position Overview

This position serves as the Business Alignment Manager. In this role, you will lead statewide enterprise application alignment by driving governance, optimizing business processes, and advancing well-defined, data-driven technology capabilities. Additionally, you will provide decisive leadership across cross-functional task forces and the Enterprise Application Services Project Management Office, ensuring initiatives meet compliance standards, deliver measurable value, and strengthen operational performance. Essential Functions

  • Subject to management approval, serves as the Business Alignment Manager, providing leadership in structuring statewide enterprise applications through effective governance, streamlined business processes, and well-defined business information.
  • Serves as the lead program director for the Enterprise Application Services (EAS) Project Management Office, providing immediate and decisive leadership for enterprise-level application initiatives.
  • Prepares financial reporting and documentation supporting compliance with industry standards and the Department of Innovation and Technology’s best practices, methodologies, and tools.
  • Serves as full-line supervisor.
  • Serves as manager/project leader of various agency subject matter experts (SMEs) providing expertise, guidance and direction to staff relative to the project activities.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in management information systems, risk compliance, fiscal reporting and project management or directly related Information Technology field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, risk compliance, fiscal reporting and project management or directly related Information Technology in a public or business organization.
  • Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.

Preferred Qualifications

  • Four (4) years of professional experience leading enterprise-level application governance and business alignment initiatives, including structuring statewide or multi-agency systems, streamlining business processes, defining business information standards, and ensuring alignment with risk, compliance, and operational objectives.
  • Four (4) years of professional experience exercising delegated authority to manage complex organizational issues, including resolving administrative challenges, implementing programmatic improvements, leading rapid-response or cross-functional task force units, and making operational decisions in sensitive or high-stakes environments.
  • Four (4) years of professional experience conducting enterprise application evaluations and presenting business cases, including eliciting and validating requirements, identifying capability gaps, performing impact analyses, and preparing recommendations supported by quantitative or qualitative evidence.
  • Four (4) years of professional experience planning, directing, and monitoring enterprise projects or programs, including project management leadership, development of goals and metrics, resource assignment, adherence to enterprise governance standards (e.g., EPMO), and oversight of policies, procedures, and system integrations.
  • Four (4) years of professional experience representing organizational leadership in high-level engagements, including participation in statewide committees, negotiations with internal and external partners, collaboration with technology stakeholders, and preparation of sensitive reports, findings, correspondence, or position papers.
  • Four (4) years of professional experience overseeing financial, compliance, and audit-related functions tied to enterprise applications, including preparing fiscal documentation, ensuring alignment with internal and external audit requirements, supporting grant or contract development, and adhering to industry standards and departmental methodologies.
  • Four (4) years of professional experience supervising and leading multidisciplinary teams, including directing SMEs, assigning and reviewing work, providing technical and strategic guidance, coordinating cross-functional staff, and integrating project components into cohesive final deliverables.
  • Ability to conduct logical data analysis, identify root causes of operational or procedural problems, and recommend and implement effective technical solutions.
  • Ability to establish and maintain productive working relationships with internal teams, vendors, stakeholders, and client agencies to support project success and system continuity.
  • Developed verbal and written communication skills with a proven ability to clearly articulate to present technical concepts to both technical and non-technical audiences through documentation, presentations, and collaboration.

Conditions of Employment

  • Requires ability to lift and carry objects weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
  • Requires ability to travel in performance of duties.
  • Requires ability to work overtime.
  • Requires ability to work outside of normal business hours to meet deadlines.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Revolving Door:
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.

This position is subject to Statement of Economic Interests filing as required by the Illinois Governmental Ethics Act.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
