Job description

Flow Monitoring Technician Coordinator

The Flow Monitoring Technician Coordinator supports the operation, maintenance, and administration of the flow monitoring program. This position coordinates equipment deployments, contractor activities, data management processes, and workflow tracking to help ensure reliable monitoring systems and high-quality data collection. The role requires strong organizational skills, technical aptitude, and the ability to work with field staff, contractors, and internal stakeholders.

Key Responsibilities

  • Coordinate flow monitoring equipment installations, removals, maintenance, and repairs.
  • Maintain equipment inventories, tracking records, and asset management databases.
  • Monitor contractor activities and assist with work order and task order administration.
  • Review field documentation and support invoice verification and processing.
  • Track equipment performance and coordinate repairs, testing, and vendor support.
  • Support data review and quality control processes to ensure accurate and complete monitoring records.
  • Maintain workflow tracking systems and assist with process improvements.
  • Coordinate contractor safety documentation and compliance records.
  • Support budget tracking and purchasing activities related to monitoring equipment and services.
  • Assist with administration of Flowfinity applications, workflow tools, and related databases.
  • Generate reports, maintain program records, and support operational decision-making.
  • Participate in technology upgrades, equipment evaluations, and special projects.
  • Coordinate with field crews, contractors, and vendors to ensure continuity of monitoring operations.

Preferred Qualifications

  • Experience with sanitary sewer flow monitoring
  • Experience with technical field programs, utility operations, environmental monitoring, or infrastructure maintenance.
  • Experience tracking equipment, assets, inventory, or work orders.
  • Familiarity with databases, workflow systems, or data management applications.
  • Ability to interpret technical information and maintain accurate records.
  • Strong organizational, communication, and problem-solving skills.
  • Proficiency with Microsoft Office applications, particularly Excel.

Minimum Qualifications (KSAs)

Knowledge of: Principles of supervision, training and performance evaluation Pertinent federal, state and local laws, codes and regulations City and/or County policies, procedures and standards related to engineering. Engineering principles, codes and regulations Construction materials used in assigned area of responsibility. Design techniques and principles Principles and practices of drafting, using manual and CAD methods Principles and practices of surveying. Principles and practices of Wastewater Collection and/or Stormwater System Operations, including testing and inspections. Engineering plans, maps, plats and other documents; engineering terminology Computer software related to assigned area of responsibility. Research and information retrieval methods. Basic English grammar, usage and spelling. Mathematics related to engineering Real estate principles and practices (as appropriate to assignment).

Skill to: Proficiently utilize current technology, e.g. tablet, cell phone, computer, and related software in the performance of assigned duties. Effectively and productively communicate with customers, co-workers, and all direct reports.

Ability to: Implement and maintain positive employee relations Promote and maintain the highest integrity throughout all personnel Effectively utilize maps, sketches, schematic diagrams and technical drawings. Identify, analyze, and assist in solving complex problems. Supervise, direct and assign the work of lower-level staff. Select, supervise, train and evaluate staff. Consistently and equitably implement City and/or County policies and procedures Understand and explain complex technical information and ideas. Perform mathematical calculations Check the work of subordinates. Read and understand permits, drawings and specifications relating to engineering, architecture and planning. Prepare clear and concise reports Conduct research as necessary Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work Operate a personal computer in performance of assigned duties including technical programs such as Computerized Maintenance Management Systems (CMMS), Geographic Information Systems (GIS), and Database Management Systems Operate assigned vehicle in performance of duties

Required Education and Experience

Eight years of technician experience performing any combination of the following technical tasks generating technical reports; reviewing or revising plans and drawings; collecting engineering data; analyzing engineering data; or troubleshooting facility performance issues.

Or Six years of technician experience performing any combination of the following technical tasks generating technical reports; reviewing or revising plans and drawings; collecting engineering data; analyzing engineering data; or troubleshooting facility performance issues with an associate degree or equivalent (60 college semester hours total), from an accredit college or university, including 15 semester hours in major coursework in engineering, engineering technology, engineering computer applications, mathematics, or computer aided drafting or closely related fields.

Other Requirements Must have a valid Driver's License Must be an excellent communicator and team builder.

Military Education & Experience Evaluation Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Predominately indoor office environment, some outdoor work; exposure to computer screens; exposure to extremes in weather conditions outdoors; work on slippery or uneven surfaces, around moving vehicles; exposure to dust, fumes from naphtha, gasoline and other substances.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; moderate lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle.
