Program Manager, Deputy Director

As the Program Manager, Deputy Director for our client's Residential Construction Department (RCD), you'll lead the planning and delivery of large-scale residential development and housing revitalization programs across Florida, helping create safe, sustainable, and thriving communities.

In this role, you'll oversee complex residential initiatives that include the rehabilitation, reconstruction, and development of single-family and multi-family housing, along with supporting infrastructure. Working closely with clients, stakeholders, consultants, contractors, and multidisciplinary project teams, you'll drive successful project delivery from planning and design through construction, turnover, and closeout while maintaining alignment with project goals, schedules, budgets, and governance requirements.

What you'll do

  • Lead the planning, development, and delivery of residential construction and housing improvement programs throughout Florida.
  • Support annual capital investment planning efforts, including project prioritization, budgeting, forecasting, and cost estimating coordination.
  • Oversee the rehabilitation, demolition, reconstruction, and development of residential communities, including single-family and multi-family housing.
  • Manage architectural, engineering, planning, and consulting firms through procurement, contract negotiation, design development, permitting, and construction documentation.
  • Coordinate with client and project teams to ensure successful project execution while maintaining project scope, schedule, budget, quality, and risk objectives.
  • Assist clients with procurement strategies, contractor selection, and construction contract negotiations.
  • Direct construction activities through project turnover, occupancy, commissioning, and contract closeout.
  • Monitor and report on project performance, budget changes, schedule impacts, and key program risks to executive stakeholders.
  • Develop, implement, and maintain program management plans, workflows, procedures, and guidance documentation.
  • Engage Jacobs technical specialists and subject matter experts to support project delivery and resolve complex technical challenges.
  • Support executive leadership with strategic planning, resource management, community outreach, policy development, and program governance activities.

Here's what you'll need

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field; direct, relevant industry experience as an Owner's Representative, Residential Contractor, Residential Developer, or similar leadership role may be considered in lieu of a degree. 20+ years of experience in residential construction, community planning, infrastructure development, design management, and construction management.
  • Experience serving as an Owner's Representative, Residential Contractor, Residential Developer, Program Manager, or similar leadership role overseeing projects from planning through construction and turnover.
  • Demonstrated experience managing large-scale residential development, housing rehabilitation, or community infrastructure programs.
  • Experience managing project scope, schedule, budget, consultant teams, procurement activities, and construction contracts.
  • Experience in engineering or construction management, business management, and financial planning.
  • Current certification from CMAA, AACE, or PMI required. CMAA certification is strongly preferred.

Ideally, you'll also have

  • Professional Engineer (PE) license.
  • Certified Construction Manager (CCM) certification.
  • Project Management Professional (PMP) certification.
  • Certified General Contractor credential.
  • Experience leading large-scale housing redevelopment, mixed-use residential, affordable housing, or master-planned community projects.
  • Experience managing multidisciplinary teams across multiple concurrent projects and stakeholders.

This position is based onsite at our Davie, Florida office. Remote and hybrid work arrangements are not available for this role. This position is not eligible for immigration sponsorship.

Posted Salary Range: Minimum $250,000.00. Posted Salary Range: Upper $330,000.00.
