Job description

Operations & Policy Analyst 2 - Project Management Office (PMO) Analyst

The Oregon Youth Authority's Information Services Division is looking for a PMO Analyst to help strengthen how the agency plans, governs, and delivers technology projects that support youth safety and services statewide. As part of the Project Management Office (PMO), this position develops and improves standardized project management processes, governance practices, and portfolio reporting so that IT initiatives are consistent, well-documented, and aligned with agency priorities. The PMO Analyst researches project management best practices and statewide IT standards, maintains PMO templates and tools, and supports governance reviews that keep technology work accountable and transparent. This is an opportunity to shape how a mission-driven IT organization plans and delivers its work bringing structure, clarity, and continuous improvement to teams supporting some of the state's most vulnerable youth.

Your Role as a PMO Analyst:

  • Lead full-lifecycle IT project management initiation through closeout including charters, schedules, risk registers, and status reporting.
  • Maintain and analyze the Information Services project portfolio, building dashboards, KPIs, and executive-level performance reporting.
  • Administer PMO governance processes, including project intake, governance reviews, and materials for leadership and oversight committees.
  • Drive continuous improvement of PMO methodologies, templates, and business processes through process mapping and stakeholder facilitation.
  • Serve as a liaison across business units, IS teams, and vendors to coordinate technology implementations and resolve project issues.

Minimum Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work in information technology project management, project portfolio administration, business process analysis, or IT governance.
  • OR; Any combination of experience and education equivalent to five years of experience in information technology project management, project portfolio administration, business process analysis, or IT governance.

Required Skills:

  • Ability to analyze complex data and translate findings into actionable recommendations.
  • Skill in process mapping, business process analysis, and workflow optimization.
  • Strong writing and documentation skills for policy, procedure, and technical content.
  • Ability to work with diverse stakeholders and facilitate meetings.
  • Knowledge of project management principles and IT operational concepts.

  • Experience with SharePoint, MS Project, Power BI, or similar tools preferred.
  • Prior experience on public sector projects familiarity with the procurement, budget, approval, and regulatory environment specific to government work
