Position Overview
We are seeking an experienced Technical Project Manager to lead end-to-end delivery of projects supporting database administration (DBA), data management, and infrastructure teams.
This is not a hands-on technical role, but the successful candidate must have strong technical fluency in Oracle database environments, data modeling, migrations, and infrastructure-related initiatives. The Project Manager will work closely with data architects, data modelers, DBAs, data engineers, application teams, and business stakeholders to understand technical scope, dependencies, risks, and constraints while maintaining ownership of project delivery.
Typical initiatives include data model development, database migrations, schema changes, database modernization, data integration/ETL, infrastructure upgrades, and data governance programs within an on-premise Oracle environment and, in many cases, a regulated-industry setting.
The ideal candidate combines strong project management fundamentals with enough database and data-platform knowledge to engage credibly in technical discussions and translate complex technical information into clear business and executive-level communication.
Key Responsibilities Project Delivery & Planning

Own end-to-end delivery of Oracle-based data and database projects from initiation through deployment and closeout.

Define project scope, objectives, milestones, success criteria, schedules, and delivery plans.

Coordinate project activities across multiple technical workstreams and ensure dependencies are identified and managed.

Facilitate project planning sessions, sprint planning, standups, retrospectives, and stage-gate reviews in accordance with organizational standards.

Maintain accurate project plans, schedules, documentation, financials, and delivery records.
Technical Coordination

Partner with DBAs, data architects, data modelers, data engineers, application teams, infrastructure/operations, and business stakeholders to translate requirements into actionable workstreams.

Demonstrate sufficient understanding of Oracle database architecture, schema design, DDL changes, data modeling, and infrastructure considerations to effectively manage technical scope and risk.

Environment availability and refreshes

Capacity and storage planning

Database change windows
-
Data integration and ETL activities
-
Coordinate across interdependent technical teams to ensure environments, resources, and change-control activities are aligned.
Risk, Issue & Dependency Management

Identify, document, track, and proactively escalate project risks, issues, assumptions, and dependencies.

Manage risks associated with large-volume data migrations and database changes, including:

Extended load and validation windows
-
Downtime and outage planning
-
Data quality and reconciliation
-
Capacity and performance constraints
-
Downstream application impacts
-
Migration and rollback dependencies
-
Provide stakeholders with clear options and impact assessments when risks or issues require decisions.
Budget & Resource Management

Manage project budgets, resource plans, and financial tracking throughout the project lifecycle.

Monitor project burn against plan and forecast resource requirements.
-
Coordinate resources across DBAs, data modelers, data engineers, architects, application teams, infrastructure teams, and other technical groups.

Manage vendor and contractor participation, including SOWs, deliverables, milestones, acceptance criteria, and performance tracking.

Coordinate blended onshore/offshore delivery teams where applicable.
Governance & Stakeholder Management

Lead project governance activities, including status reporting, RAID management, steering committee updates, and stakeholder communications.

Tailor communications for both technical and executive audiences.
-
Translate technical issues such as schema changes, migration risks, data-quality concerns, and infrastructure dependencies into clear business impacts and decisions.

Maintain alignment among business stakeholders and technical teams throughout the project lifecycle.
Change Management & Compliance

Assess the impact of scope and requirements changes, particularly changes involving database schemas, data models, and downstream dependencies.
-
Manage formal change requests and ensure project plans, schedules, budgets, and stakeholder expectations remain synchronized.

Ensure project delivery complies with applicable data governance, security, quality, audit, and regulatory requirements.

Support IT change-management and governance processes within an on-premise database environment.
Migration, Cutover & Modernization
-
Plan and track cutover, migration, validation, and rollback strategies for modernization initiatives.

Coordinate projects involving:

Large-volume data migrations

Database/platform upgrades
-
Infrastructure refreshes
-
Database patching
-
Schema modernization
-
Performance improvement initiatives
-
Ensure technical teams have clearly defined implementation, validation, contingency, and rollback plans.
Team Development

Required Qualifications

5 8+ years of project management experience delivering technical/IT projects, with meaningful experience managing database, data-platform, or data-migration initiatives.

Demonstrated technical fluency with on-premise Oracle database environments, including an understanding of:

Migration concepts

Working knowledge of database platforms such as Oracle, SQL Server, or PostgreSQL and common database concepts including high availability, backup/recovery, and migrations.

Working knowledge of data modeling concepts and Erwin (or an equivalent data-modeling tool) sufficient to understand model review and sign-off processes.

Experience managing projects involving large data volumes, from GB to multi-TB scale, including migration windows, validation, reconciliation, and associated risks.
