The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as the Director of IT Governance, planning, directing, and coordinating enterprise-wide business and technology alignment, maintenance of governance standards and processes, and enforcing adherence and compliance with governance policies and processes for uniformity and compliance of initiatives subject to governance. In this role, you will manage charters regarding IT initiatives from other agencies and identify, develop, and manage performance to improvement initiatives to enhance the capabilities of DoIT in delivering IT services to State agencies, boards, and commissions. This position also serves as a full-line supervisor and participates in top level management meetings and interacting with state’s Annual Comprehensive Financial Report (ACFR) audit teams. You will be responsible for keeping the DoIT Deputy Secretary, Chief Enterprise Architect, and senior leadership apprised of programs or project progress, problems, or any matters relative to IT Governance policies, procedures, goals, and/or objectives. Essential Functions

  • Subject to management approval, serves as the Director of Information Technology (IT) Governance for the Department of Innovation and Technology (DoIT), reviewing, modifying, and implementing adherence and compliance with IT Governance objectives, policies, and processes and provides enterprise-wide communications.
  • Directs efforts to ensure Proposal and Projects standard adherence associated with IT initiatives from other agencies.
  • Identifies, develops, and manages performance to improvement initiatives to enhance the capabilities of DoIT in delivering IT services to State agencies, boards, and commissions.
  • Serves as full-line supervisor.
  • Participates in top level management meetings.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in Management Information Systems, Data Processing or related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in Management Information Systems, Data Processing or directly related fields in a public or business organization.
  • Requires three (3) years of experience administering or managing enterprise governance platforms or architecture tools (e.g., ServiceNow APM, TRM, or similar), including improving workflows, supporting user adoption, and providing authoritative guidance on system usage and governance requirements.

Preferred Qualifications (In Order of Significance)

  • Four (4) years of professional experience serving in an IT Governance Manager or equivalent enterprise‑level role, directing governance processes, enforcing policy adherence, and overseeing implementation of governance objectives, policies, and procedures.
  • Four (4) years of professional experience developing, analyzing, and communicating enterprise IT metrics, including responding to audit inquiries and preparing executive‑level reporting on technology portfolios, governance compliance, and enterprise initiatives.
  • Four (4) years of professional experience enforcing governance for enterprise initiatives such as Technology Rationalization, Enterprise Content Management, automation efforts, and proposal/project review processes.
  • Four (4) years of professional experience identifying, developing, and managing performance‑improvement and quality‑management initiatives to enhance the capability and efficiency of IT service delivery.
  • Four (4) years of supervisory experience assigning work, evaluating performance, providing coaching and training, establishing goals, managing performance improvement plans, approving timekeeping, and ensuring compliance with organizational HR and audit requirements.
  • Extensive knowledge of monitoring, reviewing, and evaluating IT and telecommunications procurements for compliance with governance standards, enterprise architecture principles, and statewide technology policies.
  • Demonstrated ability to analyze and diagnose complex IT governance issues, identify root causes of policy deviation, and coordinate efforts to resolve issues through process improvement and stakeholder engagement.
  • Developed verbal and written communication skills to clearly present technical, governance, and policy information to executive leadership, technical domain experts, and cross‑agency partners.
  • Ability to establish and maintain strong working relationships with internal staff, leadership, statewide agency partners, and external stakeholders to support governance implementation, policy alignment, and technology compliance.

Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
