Summary: Supports overall quality, consistency, and effectiveness of the Veterans Independence Program (VIP). Provides technical support, training, and ongoing assistance to VIP staff (CPWD and Spoke agencies) related to program requirements and Cumulus software. Ensures the systems, documentation, training, and quality checks are working properly and done consistently across CPWD and Spoke agencies. Helps ensure that VIP services across CPWD and Spoke agencies are delivered consistently, accurately, and in accordance with program requirements and self-directed principles.

This position supports a number of quality assurance and technical assistance and training needs across the entire VIP program, including case reviews, enrollment and documentation requirements, surveys, reports, and compliance monitoring. The position also identifies training needs, helps resolve Cumulus issues, and provides ongoing support to staff through training calls, office hours, peer support, and other resources.

Will serve as a role model and mentor for people with disabilities within the community, and maintain positive and effective relationships with CPWD staff, Veterans and partner agencies.

Essential Duties and Responsibilities:

Quality Assurance & Compliance

  • Conduct internal case reviews and audits to monitor program compliance and quality.
  • Review Veteran files and documentation for accuracy, completeness, and compliance with program requirements.
  • Verify that required enrollment steps and documentation are completed.
  • Assist with required surveys, reports, and other quality assurance activities.
  • Monitor ongoing quality assurance issues and identify areas needing additional attention or training.
  • Work with VIP leadership and staff to address compliance concerns and improve program practices.
  • Maintain knowledge of VIP requirements and applicable state and federal regulations.

Training & Technical Support

  • Develop and maintain a comprehensive understanding of the Veterans Independence Program (VIP) Veteran Directed Care requirements.
  • Facilitate Cumulus Office Hours, peer support groups, training calls, and other learning opportunities.
  • Identify common Cumulus issues and areas where additional training or clarification is needed.
  • Send regular Cumulus Tips and Tricks and other helpful information to staff.
  • Provide ongoing technical assistance to VIP staff and help troubleshoot program and Cumulus issues.
  • Support the development, implementation, and documentation of consumer-directed Services and Supports Plans.

Enrollment & Documentation Support

  • Work with the Fiscal Management Service (FMS) to ensure proper new enrollment documentation is received and complete. This includes reviewing the Background Checks, Workers Compensation spreadsheet, and coordinating with the appropriate supervisor to resolve issues.
  • Maintain a working knowledge of background check procedures and state specific requirements. Work in conjunction with VIP Supervisor and Director of Strategic Growth to review Background Checks and additional documentation needs.
  • Enter monthly spending information into Cumulus and alert the appropriate manager and leadership of concerns as needed.
  • When Veterans enroll, this position will verify that all enrollment steps were completed and follow up on missing or incomplete information.
  • Update spending information being sent to the Fiscal Management Service twice a week.

Financial & Administrative Coordination

  • Serve as a first point of contact for FMS and Cumulus issues.
  • Work with VIP Supervisor and Director of Strategic Growth to monitor billing to ensure expenditures are within budget and that Veterans' employees are receiving their pay and benefits.
  • Work with CPWD's Accounting Department to ensure all assessment fees and monthly admin fees are collected.
  • For states with Mandatory Leave Time (currently Colorado and California), complete the required VA Sick Leave Reports and send to the VAMC.
  • Assist with other administrative and financial activities related to VIP.

Veteran & Partner Support

  • Provide information and referrals to help Veterans find needed services and supports.
  • Collaborate with military and civilian community resources.
  • Support program satisfaction efforts by ensuring required 90-day and annual surveys are completed.
  • Promote person-centered, self-directed services and uphold CPWD's Independent Living philosophy.

General Expectations

  • Maintain strict confidentiality and comply with HIPAA requirements.
  • Maintain working knowledge of the Americans with Disabilities Act (ADA), Rehabilitation Act, and Fair Housing Act.
  • Fulfill mandatory reporting responsibilities.
  • Demonstrate ethics, integrity, professionalism, and sound judgment.
  • Work independently and manage multiple priorities and deadlines.
  • Participate in CPWD staff meetings, program meetings, and training sessions.
  • Positively represent CPWD with Veterans, staff, partners, and community organizations.

  • Travel up to 2030% as required for direct services, meetings, and training.
  • Perform other duties as assigned.
  • Maintain timely, complete, and accurate database documentation.
  • Gain an understanding of Independent Living Philosophy and CPWD's mission, vision and programs to be able to uphold and communicate them to consumers and community organizations.
  • Demonstrate a high level of ethics, integrity, and professionalism.
  • Able to positively represent CPWD and outreach to the community and public.
  • Have a working knowledge of the Americans with Disabilities Act, the Rehabilitation Act, and the Fair Housing Act.
  • Maintain strict confidentiality and work within the confines of HIPAA regulations.
  • All CPWD staff members are considered mandatory reporters, obligated to report signs of abuse they are aware of both on and off the job.
  • Accept responsibility for personal and professional development and explore opportunities for position-related training.
  • Attend and participate in CPWD staff meetings, program meetings, and staff trainings.
  • Assist with additional Quality Assurance needs related to the program.

Required Qualifications:

  • Associate's degree in a relevant field or five (5) years of relevant experience.
  • Proficiency with MS Windows, MS Office, Google Suite, and other common computer programs.
  • Strong organizational and customer service skills, and attention to detail.
  • Leadership and interpersonal skills with diverse peers, consumer base, other staff members and management.
  • Able to work independently, making solid decisions and exercising sound judgment with consumer and community contacts.
  • Must be very organized and able to juggle multiple priorities and deadlines.
  • Working knowledge of disabilities and disability-related issues.
  • Commitment to co-creating a culture that fosters diversity, equity, and inclusion.

Preferred Qualifications:

  • Personal experience with a disability is strongly preferred!
  • Bachelor's degree in human services or related field, or five (5) years of experience working with individuals with disabilities.
  • Bilingual (English/Spanish or English/ASL).
  • Exposure to Independent Living Philosophy, and best practices in the IL community.
  • Knowledge of Person Centered Planning principles.
