The Program Coordinator reports to the FERC License Program Manager and provides program coordination and support for the FERC License Program. This position supports the successful delivery of major programs and projects associated with ongoing FERC license compliance, as well as upcoming FERC relicensing, surrender, and transfer activities for Tacoma Power's hydroelectric projects.

This position supports compliance with requirements established by the Federal Energy Regulatory Commission (FERC), including the Division of Licensing and the Division of Hydropower Administration and Compliance (DHAC), as well as internal programmatic systems and processes. The Program Coordinator assists with tracking license implementation activities, interim and formal schedules, and program milestones to support timely and compliant execution of FERC license requirements. Major tasks include developing and maintaining schedules, budgets, tracking tools, program documentation, reporting, and internal and external communications as well as identification and escalation of issues, risks, and emerging concerns.

The position supports Tacoma Power's mission to create clean, reliable, and marketable energy while ensuring responsible stewardship of natural and cultural resources. Program activities span a broad range of resource areas, including fish and wildlife, forestry, land management, recreation, cultural resources, instream flows, water quality, and reservoir management.

The Program Coordinator plays an integral role in supporting the FERC Licensing Program and ensuring the current and future goals and obligations associated with Tacoma Power's four hydroelectric project licenses are accomplished in a coordinated, timely, and compliant manner. The position works collaboratively across programs and disciplines within Tacoma Power to align FERC licensing and compliance activities with related operational, environmental, regulatory, and resource stewardship efforts.

Key Responsibilities:

  • Coordinate FERC Licensing Program activities by serving as a member of the FERC Licensing Core Team and supporting coordination across relicensing, license surrender, transfer, and compliance efforts. Facilitate action-item tracking, decision documentation, communications, and alignment of critical program activities.
  • Develop and maintain program controls and tracking systems for FERC licensing and compliance activities, including scopes, schedules, budgets, critical paths, milestones, resource availability, risks, action items, and other program performance measures. Provide timely information and reporting to support program management and decision-making.
  • Coordinate project teams and advisory groups supporting Tacoma Power's hydroelectric licenses by facilitating communication, accountability, and alignment among internal teams, consultants, contractors, agencies, and stakeholders. Identify emerging issues and support timely escalation and resolution of risks affecting program objectives.
  • Support FERC license compliance and regulatory requirements for Tacoma Power's four hydroelectric projects by monitoring license obligations, reporting requirements, payments, FERC exhibits, agency and stakeholder commitments, and other compliance activities. Track license requirements and deadlines to support timely completion and reduce regulatory risk.
  • Coordinate meetings, communications, and program materials for senior management, internal and external teams, advisory groups, regulatory agencies, and stakeholders. Develop agendas, presentations, briefing materials, action-item records, and decision documentation to support effective program communication and governance.
  • Support contracts, task orders, submittals, and program documentation associated with FERC licensing, relicensing, surrender, transfer, and compliance activities. Coordinate with internal records and information management resources to maintain accurate, accessible, and appropriately controlled program documentation and ensure required FERC submittals are completed and filed on schedule.
  • Promote continuous improvement and professional development by identifying opportunities to improve program coordination, tracking, reporting, and information management processes; coordinating across related utility functions; and maintaining knowledge of FERC licensing and compliance practices through relevant training, conferences, and professional development.

Minimum Education*: Bachelor's degree in planning, engineering, architecture, project management or directly related field such as environmental science Minimum Experience*: 4 years of experience in urban planning, development, construction or inspection. Regulatory compliance or natural resources experience is preferred. *Equivalency: 1 year of experience = 1 year of education
