Job description

Construction Manager-Waste Water

The Construction Manager-Waste Water will oversee all aspects of the project including, high level project execution, site operations, sub-contractor management, design and engineering support, customer meetings (Onsite and virtual), project financials, and overall client satisfaction. Our ideal candidate will have 7-10+ years of experience managing complex industrial, municipal utility, wastewater, energy, or process-equipment construction. The candidate will have demonstrated experience coordinating civil, mechanical, electrical, controls, and structural contractors from mobilization through construction, start up, commissioning, and project closeout. The Construction Manager is accountable for the safe, timely, financially successful and contractually compliant execution of assigned projects from construction handoff through final closeout.

Essential Duties and Responsibilities:

  • Provide day-to-day construction management (On-site and virtual) and field leadership for the project.
  • Provide leadership and accountability for project safety performance, including enforcement of Willdan, client, regulatory, and site-specific safety requirements.
  • Partner with project safety personnel and subcontractors to proactively identify hazards, correct unsafe conditions, and promote a strong safety culture throughout the project life cycle.
  • Participate in project kickoff and handoff meetings with Business Development and Preconstruction to ensure scope, client expectations, and commitments carry through into execution without gaps.
  • Lead all internal production meetings, supporting engineering and design development.
  • Lead all client facing meetings to ensure team alignment and clear project progression.
  • Develop and maintain client relationships throughout the project lifecycle.
  • Coordinate all construction activities among civil, structural, mechanical, electrical, and controls, contractors.
  • Responsible for Subcontract administration including the preparation of Subcontract Agreements, change orders, and schedule changes.
  • Develop and maintain a thorough understanding of the prime contract, subcontract agreements, project scope, contractual milestones, notice requirements, and commercial obligations.
  • Proactively identify and document scope changes, differing site conditions, owner-directed changes, delays, disruptions, and other cost or schedule impacts: coordinate timely notices, pricing, schedule-impact documentation and change-order development.
  • Manage issues proactively to minimize claims and disputes.
  • Maintain contemporaneous project documentation and work collaboratively with clients, subcontractors, and internal leadership to resolve commercial and contractual issues before they materially affect project performance.
  • Partner with the multidisciplinary engineering support team to resolve requests for information (RFI's), coordinate submittals, and manage design changes.
  • Working knowledge of Work Breakdown Structure (WBS), Project Execution Plan (PEP), Project Management Plan (PMP), and Quality Plan (QP).
  • Cost Loaded Scheduling and Schedule of Values Management.
  • Coordinate and support site access, laydown areas, material deliveries, equipment deliveries, and construction logistics.
  • Develop and maintain procurement and long-lead equipment strategies in coordination with engineering, vendors, subcontractors, and project controls to ensure equipment and materials support the project schedule.
  • Verify and confirm that construction activities conform to approved drawings, specifications, manufacturer requirements, and overall project standards.
  • Coordinate staffing and sub-contractor workload through entire project lifecycle and ensure completion of required milestones on schedule.
  • Manage and track all project financials and billing, to ensure project is meeting the approved budget for revenue and profit.
  • Adjust work schedules and trades to ensure the project is completed on time, and on budget per the contract.
  • Identify areas of risk and field conflicts, and work with the owner, engineer, contractors, and equipment suppliers to develop timely solutions to keep the project on schedule.
  • Identify and communicate emerging project risks, client concerns, subcontractor performance issues, safety concerns, schedule impacts, and financial exposure to project and regional leadership in a timely manner, with recommended corrective actions.
  • Oversee onsite teams, including, Superintendents, Assistant Construction Managers, Sub-Contractors, and Safety Managers.
  • Provide leadership, direction, coaching, and accountability to assigned project personnel.
  • Establish clear responsibilities, priorities, and performance expectations while promoting collaboration across construction, engineering, project controls, safety, and other project disciplines.
  • Oversight of all construction operations, equipment installations, and structural tieins, while maintaining existing plant operations.
  • Plan and coordinate shutdowns, outages, bypass operations, tie-ins, startup activities, and other work affecting existing plant operations in close coordination with the owner, operators, engineering team, and subcontractors.
  • Manage project cost control and forecasting systems.
  • Provide monthly cost vs. budget report to project stakeholders.
  • Maintain accurate project financial forecasts, including committed costs, cost-to-complete, revenue, gross margin, change-order exposure, billing, and anticipated project risks.
  • Identify unfavorable cost trends early and develop corrective action plans to protect project profitability.
  • Manage overall project schedule with sub-contractors and client, using Primavera P6.
  • Lead construction turnover, startup, commissioning, performance testing, punch-list completion, training coordination, and project closeout in partnership with engineering, commissioning personnel, equipment vendors, subcontractors, and the client.
  • Perform other tasks and duties as needed.
  • Occasional travel required (project specific).
  • Site visits to document the existing infrastructure and installation progress.
  • Provide engineering evaluations, electrical system audits, and construction direction and support as needed.

Job Requirements / Qualifications:

  • 7-10 Years of progressive construction management experience.
  • Demonstrated experience managing complex industrial, utility, wastewater, energy, and process-equipment projects.
  • Prior experience with municipal wastewater treatment facilities, water infrastructure, industrial process facilities, or similar operating environments strongly preferred.
  • Bachelor's degree in engineering or construction preferred.
  • PMP Certification preferred.
  • Experienced in scheduling and workflow software programs, like Primavera P6, Microsoft Projects, Microsoft Office, Teams, Webex, and working knowledge of Bluebeam Revu.
  • Demonstrated ability to read Mechanical drawings, electrical one-lines, plumbing drawings, civil and structural drawings, controls drawings, installation drawings, and material specification sheets.
  • Experience managing general and specialty sub-contractors from project inception to project completion. This includes project kick off, mobilization, installation, project commissioning, and project closeout.
  • Excellent communication skills (Written and verbal), time management skills, negotiation skills, and conflict resolution skills.
  • Confident in presenting to clients, team members, and internal leadership.
  • Ability to prioritize project workflow to meet contractual deadlines and milestones with minimal supervision.
  • Demonstrated experience with cost control methods, change orders, RFI's, submittals, procurement, quality control, and construction related documents.
  • Capable of leading confidently, and correcting or avoiding potential schedule, budget or quality issues.
  • The ability to make decisions, while balancing cost implications, to avoid disruptions in the work or customers' operations.
  • Be able to apply innovative and effective management techniques to maximize employee and Subcontractor performance.
  • Possess excellent organizational skills.
  • Capable of maintaining project documentation and working on multiple activities/projects at one time.
