Assistant Program Manager

ADC LTD NM provides key services in Government Background Investigations, Armed/Unarmed Physical Security and Pre-Employment Background Checks. Headquartered in Albuquerque, NM, ADC employees and contractors are located all over the US and its territories.

The Assistant Program Manager (APM) is responsible for regional oversight and management for the FAA Western Service Area sites. The APM oversees Site Manager (Captains) who are responsible for day-to-day operations of their relative site.

The APM serves as primary field-level representative between ADC LTD NM Corporate Headquarters (HQ) and Site Management. This role is responsible for ensuring that all assigned sites and Site Managers (Captains) operate safely, efficiently, professionally and in accordance with company policies, union requirements, customer contractual obligations, and applicable laws and regulations.

This position Reports directly to the Executive Vice President/Program Manager (PM). The Assistant Program Manager will work closely with ADC LTD NM Corporate Executives, the FAA HR team, directly with Government Contracting Officer's Representatives (CORs), Contracting Officer's Technical Representative (COTRs), and Federal Aviation Administration (FAA) site Area Technical Representatives (ATRs).

The APM provides operational oversight and support to the Site Captains, Security Officers and site personnel. This position is responsible for maintaining site compliance, monitoring staffing and performance, conducting site inspections, addressing operational issues and ensuring consistent standards across all assigned locations.

The APM is expected to maintain a strong, professional field presence while keeping HQ informed of operational conditions, compliance concerns, staffing issues, incidents and client-related matters. This role communicates regional performance and issues to HQ, and works both independently and collaboratively in a fast-paced, dynamic company.

Essential Functions

  • Provide Management and Oversight of all Site Managers (Captains) and Security Officers at each site under the Western Service Area (WSA) Contract.
  • Provide daily guidance and advise Site Managers (Captains) on ADC Corporate requirements, policies, procedures, rights, and obligations under the contract terms.
  • Ensure each site it compliant with contract terms, conditions and consistency with ADC LTD NM's Corporate standards.
  • Work with Site Managers (Captains) to ensure Security Officers are following post orders and contractual terms and conditions.
  • Ensure Compliance with Federal Acquisition Regulations (FAR) and FAR supplements and other Government contracting issues.
  • Ensure Compliance with Collective Bargaining Agreements (CBA's), and actively participate in Union negotiations, investigations, charges, disputes, and resolutions to ensure best value for the Government and ADC LTD NM.
  • Issues contractual correspondence including evaluating and responding to Government requests.
  • Attends meeting and briefings with Government customers and ADC LTD NM Executives including Government quarterly Program Management Review (PMR) preparation and presentation
  • Provide input and support for Contractual Price Adjustments, Task Orders, Contractual Funding, Annual Obligations (De-Obligations) including review and analysis of solicitations for Temporary and Emergency Support Services, terms and conditions determinations
  • Ability to address complex Human Resource related matters and recommend solutions to specific staffing and retention challenges.
  • Ensure Site Managers (Captains) are effectively managing staffing, scheduling, guard performance, training, client requirements, and daily site operations.
  • Conduct regular meetings and performance reviews with Site Managers (Captains).
  • Support Site Managers (Captains) in maintaining professional Government and FAA relationships.
  • Provide coaching and guidance to Site Managers (Captains).
  • Conduct scheduled and unscheduled visits to assigned sites.
  • Escalate significant personnel or operational issue to HQ Executive Vice President/Program Manager.
  • Perform all other duties and responsibilities related to the position as directed or assigned.

Education, Experience and Skills

  • Bachelor's degree or equivalent experience in lieu of a degree.
  • A minimum of 7 years of managerial physical security experience or similar field; preferably with federal contracts.
  • Ability to obtain FAA background vetting through VAP
  • Strong understanding of security operations and compliance requirements.
  • Strong leadership and accountability skills.
  • Excellent communication and organizational skills.
  • Ability to manage multiple Site Managers (Captains) and locations simultaneously.
  • Strong problem-solving and decision-making abilities.
  • Program/Project Management Skills
  • Exercise sound judgment in a politically sensitive environment
  • General management consulting skills and ability to interact with clients.
  • Ability to handle personally identifiable, sensitive and confidential information.
  • Ability to travel between managed sites.

Physical Demands

While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee is frequently required to walk, stand, sit for long periods of time, bend, balance, carry and pull up to 15 lbs., talk, see and hear.

Position Type/Expected Hours of Work

This is a full-time position. Must be available to address emergencies and incidence(s) for non-standard hours. Evening and weekend shifts may be required.

Supervisory Responsibility

Supervisor to the Site Captains on the FAA Western Contract.

Travel

This position requires periodic travel to WSA sites on a as needed/scheduled basis.
