Learning Program Manager

Willmeng is seeking a Learning Program Manager who keeps the learning ecosystem running with precision, purpose, and care. This role is the operational and strategic center of the Learning team owning the full portfolio of learning programs, managing the health of our LMS, driving the intake and prioritization of new training needs, and leading a team of specialists who bring programs to life every day.

Learning Portfolio & Program Ownership

• Own the full portfolio of Learning programs knowing what exists, what's active, what's in development, and what needs to be retired or refreshed.
• Serve as the primary point of contact for departments bringing new training needs to Learning, managing intake, triage, and prioritization in partnership with the Director of Learning.
• Track the status of all active learning projects, maintaining visibility across the team and surfacing risks or delays before they become problems.
• Own the master learning calendar planning capacity across the full year so the team is never overcommitted and programs are sequenced intentionally.
• Ensure every program in the portfolio is connected to a clear outcome, a defined audience, and a measurement plan.
• Oversee the QA/QC of all programs ensuring curriculum integrity, consistency across cohorts, and alignment to the program's intended outcomes.
• Provide oversight of the onsite Learning Center in Phoenix ensuring the space is programmed intentionally, utilized effectively, and maintained as a high-quality environment for in-person learning experiences.

Learning Governance & Standards

• Own and maintain Willmeng's learning standards defining what best-in-class looks like for facilitator guides, participant materials, eLearning modules, and all other learning assets produced by or for the organization.
• Ensure that all training at Willmeng regardless of who builds it adheres to Willmeng brand standards, adult learning principles, and the quality benchmarks established by the Learning team.
• Manage the review process for department-owned training assessing materials before delivery, communicating feedback clearly, and ensuring revisions are made before content reaches employees.
• Oversee the annual self-certification cycle, ensuring departments review and recertify their content on schedule and that the LMS reflects current, accurate training offerings.
• Serve as the internal authority on adult learning best practices advising departments, facilitators, and SMEs on how to design learning experiences that change behavior.

LMS & Learning Ecosystem

• Own the strategic utilization of Bridge LMS ensuring it is organized, current, and functioning as the trusted home for all learning at Willmeng.
• Build and maintain course, program, and learning journey structures, enrollment processes, completion tracking, and reporting workflows.
• Build and maintain key reports and dashboards that give the Director of Learning and senior stakeholders a clear, accurate picture of learning activity and impact across the organization.
• Understand and manage the full learning ecosystem how programs, platforms, vendors, and internal facilitators connect and identify opportunities to improve how it all works together.

Needs Assessment & Design Oversight

• Lead needs assessments for key future-state programs, partnering with business leaders to understand gaps, define outcomes, and determine the right solution before anything gets built.
• Own the program design for leadership development, Manager 101, and Franklin Covey initiatives establishing program objectives, defining learning outcomes, and partnering with the Sr. Learning Specialist to generate and refine content.
• Oversee the design and development process in partnership with the Learning Specialists providing direction, reviewing drafts, and ensuring the final product meets Willmeng's standard of quality.
• Step in to contribute to design and development when the team needs additional capacity, bringing instructional design capability without losing sight of broader management responsibilities.

Vendor & External Partner Management

• Manage relationships with external learning vendors, facilitators, and platform partners including Franklin Covey, coaching providers, and any third-party content or delivery resources the team relies on.
• Ensure vendor contracts, delivery schedules, and quality standards are maintained and that external partners are aligned to Willmeng's expectations before they engage with employees.
• Evaluate vendor relationships on an ongoing basis and bring recommendations to the Director of Learning when partnerships are no longer serving the organization's needs.

People Leadership & Team Operations

• Lead, develop, and support the full Learning team including the Senior Learning Specialist (Instructional Design & Facilitation) and Learning Specialist (Operations).
• Manage the team's day-to-day setting priorities, removing obstacles, distributing work appropriately, and creating the conditions for each person to do their best work.
• Provide regular feedback, hold meaningful development conversations, and invest in each team member's growth over time.
• Build and maintain team processes, workflows, and documentation standards that allow the function to scale without losing consistency or quality.

What We Are Looking For

Required

• Bachelor's degree in Human Resources, Organizational Development, Education, Business, or a related field.
• 5+ years of experience in learning and development, with demonstrated strength in program management, learning operations, and LMS administration.
• Experience with learning technologies such as Bridge LMS, Articulate Rise, Camtasia, and Canva.
• Experience managing or mentoring others in a professional setting.
• Strong organizational skills with a proven ability to manage a portfolio of projects simultaneously without losing quality or momentum.
• Demonstrated experience applying learning governance setting standards, reviewing content, and holding others to a quality bar.
• Comfortable conducting needs assessments and translating business problems into learning solutions.
• Familiarity with adult learning principles and the ability to apply them in a review and advisory capacity.
• Strong written and verbal communication skills with the ability to present clearly to senior stakeholders.
• Ability to work on-site in the Phoenix office. With the capability to travel to offices in New Mexico, Utah, and Texas on an as needed basis.
