The Immigrant and Refugee Community Organization (IRCO) is a non-profit organization established in 1976 to serve immigrants, refugees, and the broader community in Portland, Oregon. Program Summary: The CEW (Community Education Worker) Program project is managed by ORCHWA (Oregon Community Health Workers Association) and is funded by Division of Early Learning & Care and Early Learning Multnomah. Our goal in CEW Early Learning is to support refugee families with children aged 0-6 years in kindergarten readiness/activities, developmental screening, referrals/navigation support to community resources, and parenting education workshops.

Position Summary: Program Coordinator demands a strong and varied skillset, the core components of which are detailed project management, effective and supportive supervision, and savvy partner and stakeholder stewardship. Our ideal candidate will have great relational people skills, will be able to maintain composure under stress, will be approachable and collaborative with staff, and will effectively represent IRCO and the specific needs of its immigrant and refugee client base.

Essential Functions:

• Oversee daily program operation functions. Ensure service delivery and provide direct program oversight.
• Conduct periodic reviews evaluating program efficacy and adjust implementation as necessary within funder and IRCO program guidelines and in consultation with the assistant manager.
• Maintain, review, and safeguard all program records including confidential information, in compliance with federal regulations and state consumer identification acts.
• Travel to and provide support at community events, training, partner agency activities, and other work-related locations; shop for program supplies and materials, and transport program-related materials, documents, supplies, and equipment as necessary to fulfill program responsibilities.
• Coordinate and support program activities and services for families with children ages 06, including providing on-site support at program activities and events, coordinating with program staff and community partners, and maintaining a safe and professional environment for children and families.
• Evaluate program efficacy and adjust implementation as necessary within funder and IRCO program guidelines, and in consultation with assistant manager.
• Use tools and templates to complete workplans/work-production schedules, ensuring implementation of processes and annual plans in accordance with IRCO and funder policies.
• Create and draft plans and documents for review by the assistant manager, contribute to the design of new processes, and conduct research into the best practices and lessons learned to inform program planning.
• Ensure all policies, contracts, and grant obligations are met and administered appropriately for the assigned program.

Staff Supervision & Personnel Leadership:

• Provide ongoing reflective supervision, training, development and support to direct program staff and monitor performance

Requirements:

Education & Experience:

• Bachelor's Degree preferred and major coursework in Early Childhood and/or Social Work.
• Minimum 1-year professional leadership and early childhood experience working with multibackground staff in a team environment
• Strong knowledge of best practices and approaches in Early Childhood programming
• Demonstrated leadership experience, including experience delegating and sharing responsibilities in a collaborative environment
• Must have knowledge of best practices in children services, early childhood developmental domains, and working with excluded populations and communities of color
• Experience working with immigrant and refugee populations, and communities of color required
• A solid understanding of supervising staff with humility, as well as providing support to staff in stressful work environments
• Experience supporting multi-background communities, families, and staff
• Experience in home visiting with a strong background in early childhood
• Strong knowledge of best practices and approaches in Early Childhood. A solid understanding of motivating staff with a reflective approach, as well as providing support to staff in stressful work environments

Physical, Mental, & Environmental Requirements:

• Hybrid position. Must be on site 1 day minimum
• Physical: Positions at this level require some physical effort or manual labor such as lifting, carrying, or constant movement. Positions with regular responsibility for driving are to be placed at least at this level
• Mental: There is regular variation in tasks, and the job holder must decide which tasks to complete as well as the order in which tasks are completed.
• Environment: This level has a work environment that is usually well protected, free from hazards or obstacles. There is little element of personal risk or hazard. Job conditions are usually comfortable, with only occasional issues, including temperature change.
• Schedule: The work schedule occasionally fluctuates based on organization or customer needs. This fluctuation may occur with or without prior notice.

Supervisory Responsibilities:

Positions at this level are normally responsible for some supervisory responsibilities, including providing daily work direction, making recommendations to supervisors, and HR regarding hiring, discipline, terminating employees, or pay adjustments.
