Job Description
DT seeks an experienced Cloud Engineer to join the Platform Engineering team and contribute to cloud migration and modernization. This position supports Cloud 2030, the City's five-year program to migrate approximately 1,700 workloads from on-premises data centers to commercial cloud platforms.
The position involves hands-on engineering: writing Terraform, building CI/CD pipelines, migrating applications and databases, modernizing legacy codebases, developing custom applications, and deploying cloud infrastructure. At the journey level, you will independently deliver assigned engineering work within established architectures and team standards, with senior engineers available for guidance on complex designs, migration decisions, and production cutovers.
The Platform Engineering team is undergoing a transformation from traditional systems administration to a modern engineering organization. We use GitHub for version control and CI/CD, Terraform for infrastructure-as-code, and AI coding tools (Claude Code, AWS Kiro) as part of our development workflow. We are accelerating adoption of containerization and cloud-native patterns across the team. You will contribute to this technical and cultural change. We build and operate cloud environments that host criminal justice systems, financial systems, and public-facing applications for San Francisco residents.

What You'll Do
Essential duties include, but are not limited to, the following:
- Design, implement, and maintain cloud infrastructure using Terraform/OpenTofu within established architectures and standards.
- Build and maintain GitHub Actions CI/CD pipelines for infrastructure and application deployments, including automated testing and reviewed deployment changes.
- Carry out assigned cloud migration work, including network configuration, compute provisioning, application deployment, and production cutover, with senior engineering support for complex designs and migration decisions.
- Modernize legacy applications for cloud deployment through containerization, framework upgrades, and CI/CD enablement.
- Develop custom applications, automation tools, and internal platform services.
- Contribute to database migrations involving Oracle, SQL Server, and/or PostgreSQL, including data transfer, performance validation, and high-availability configuration.
- Implement security and compliance controls, including applicable CJIS and HIPAA requirements, using established infrastructure-as-code patterns and team guidance.
- Troubleshoot cloud systems and applications, improve monitoring and alerting, and participate in backup and recovery testing.
- Participate in code reviews, follow team engineering standards, and use AI-assisted development tools with appropriate review and testing of generated code.
- Document infrastructure, deployment procedures, and troubleshooting techniques; share knowledge with teammates and customer departments.
- Performs other related duties as assigned.
Qualifications
Minimum Qualifications
Education:
An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience:
One (1) year of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of a system or platform.
Substitution:
One year of additional experience as described above may be substituted for the required degree.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Desirable Qualifications
What Helps You Excel:
- Hands-on experience with a major cloud platform (AWS, Azure, Google Cloud), including provisioning or maintaining infrastructure programmatically.
- Practical experience writing, testing, and maintaining Terraform or OpenTofu configurations, including reusable modules and state management.
- Experience building or maintaining automated deployment pipelines (GitHub Actions, GitLab CI, or equivalent), using Git-based workflows, automated testing, and reviewed deployment changes.
- Solid foundation in software engineering principles and practices, with experience writing, modifying, and debugging code in a common programming language (e.g., Python, Go, JavaScript/TypeScript, Java, or C#).
- Proficiency in a scripting language (e.g., Python, Bash, PowerShell).
- Experience using AI coding tools (Claude Code, GitHub Copilot, AWS Kiro, Cursor, or equivalent) in a development workflow, with the ability to explain, review, and test the resulting code.
What Would Be Nice to Have:
- Experience with cloud networking fundamentals, including VPCs, VPNs, and connectivity between cloud and on-premises environments.
- Exposure to cloud-native technologies (serverless, containers) and application modernization, including framework upgrades or API development.
- Experience contributing to production database migrations involving Oracle, SQL Server, and/or PostgreSQL, including data transfer, testing, and high-availability concepts.
- Experience working with more than one cloud provider.
- Experience working in government, public safety, or other regulated environments.

Selection Procedures
