Job Summary:
The Programmer - Consultant will serve as a Senior COBOL Developer responsible for maintaining, supporting, and developing the core DMV business systems for South Carolina's Drivers and Vehicles. This hybrid role involves leading technical efforts on the Phoenix system, a client-server application using COBOL and .NET, ensuring compliance with legislative and federal requirements for traffic violation processing. The consultant will work closely with business units, provide production support, and lead a development team while adhering to strict security and residency requirements.
Responsibilities:
- Analyze the Phoenix core business system and assigned tickets for development or system modifications.
- Lead solution analysis and proposal for assigned tickets and projects.
- Collaborate with business units to develop and translate business specifications into technical specifications and secure business sign-off.
- Code, test, promote, and interact with users to ensure solutions meet documented requirements.
- Provide production support for the Phoenix system, including Level 3 support.
- Deliver daily and weekly status updates to the development manager and business analysts.
- Mentor and guide less experienced technical colleagues.
- Communicate effectively with users, vendors, staff, and management both orally and in writing.
- Plan, lead, direct, instruct, and review project work and personnel.
Required Skills & Certifications:
- 6+ years experience with Visual and/or Micro Focus COBOL.
- 10+ years developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
- 5+ years leading a technical software development team.
- 10+ years coding and testing complex COBOL-based business systems with Oracle SQL databases.
- 5+ years providing Level 3 production support.
- 5+ years as primary contact with business units to develop and review business and technical specifications.
- 10+ years experience in computer system analysis, design, coding, testing, debugging, and implementation.
- Strong communication skills.
- CJIS information security certification (to be sponsored by SCDMV).
- Candidate must be a current resident of South Carolina, North Carolina, or Georgia.
- Must complete fingerprinting in South Carolina at least five business days before start date.
- Successful completion of 7-year background check, credit history check, 5-panel drug screening, and certified driving record check.
- Bachelor's Degree in Computer Science or closely related discipline preferred.
Preferred Skills & Certifications:
- Experience with Oracle 19+ SQL.
- Familiarity with Microsoft Visual Studio .NET and C# development environment.
- Experience working in a governmental environment.
- Visual COBOL technical certifications.
Special Considerations:
- Fingerprinting must be completed in South Carolina at least five business days before start.
- Candidate must reside in SC, NC, or GA and may relocate at their own expense to meet hybrid work schedule.
- Strict security screenings including background, drug, driving record, and fingerprinting checks.
- Candidate must be able to work independently and maintain CJIS security compliance.
Scheduling:
- Full-time, 40 hours per week.
- Hybrid work mode with strong preference for fully onsite presence during training period.
- Post-training schedule allows up to two remote workdays per week, subject to agreement with hiring manager.
- Contract duration is 12 months with possibility for extension.
