Job Summary:
The Systems Software Programmer - Consultant will lead and support the implementation, configuration, and enhancement of Microsoft Dynamics 365 and Power Platform solutions within a government cloud environment. This role involves designing secure, scalable enterprise applications, managing system architecture, and ensuring compliance with cybersecurity and governance standards to improve public health digital services.
Responsibilities:
- Develop, test, modify, and deploy Dynamics 365 solutions including model-driven and canvas apps, business process flows, and Dataverse tables.
- Design enterprise system architectures aligned with strategic business objectives and governance standards.
- Administer and maintain Dynamics environments, including solution inventory and schema management.
- Manage security roles, field-level security, access controls, and enforce least privilege principles.
- Configure application structure, navigation, UX components, business rules, and automated workflows.
- Provide support to end users, functional teams, and business units for Dynamics 365 and Power Platform.
- Monitor system usage, performance metrics, capacity, and license utilization.
- Perform environment cleanup, archiving, and ensure compliance with governance requirements.
- Assist with Office 365 Government G5 environment management, permissions, data policy enforcement, and security.
- Deploy managed solutions, custom components, connectors, and integrations following ALM pipelines.
- Configure Power Platform services, environment variables, connection references, and API connections.
- Document configurations, architectural designs, integration patterns, and create project documentation.
- Apply advanced technical and business knowledge across multiple disciplines and mission-critical processes.
- Provide regular updates to project teams, ensuring transparency of progress, risks, and milestones.
- Collaborate on system modernization and conceptualize product solutions for Dynamics and integrated applications.
- Plan and implement project milestones using established IT project methodologies.
- Assist in developing policies and procedures aligned with cybersecurity standards such as NIST 800-53, FISMA, and state InfoSec requirements.
Required Skills & Certifications:
- Bachelor's Degree in a relevant field.
- Experience with Microsoft Dynamics 365 and Power Platform development and administration.
- Knowledge of Office 365 Government G5 environment and cloud-based security principles.
- Familiarity with system architecture design and enterprise application governance.
- Understanding of cybersecurity frameworks including NIST 800-53, FISMA, and state information security requirements.
- Ability to manage role-based access control and enforce least privilege security models.
- Experience with Application Lifecycle Management (ALM) and deployment pipelines.
- Successful completion of background checks including 7-year criminal and credit history, E-Verify, and drug-free workplace affidavit.
Preferred Skills & Certifications:
- Experience with Power BI reporting and data modeling within Dataverse.
- Knowledge of integration engineering and API connections in Microsoft Government cloud environments.
- Familiarity with public health or government IT systems and compliance requirements.
- Project management experience using IT project methodologies.
Special Considerations:
- Candidate must be a current resident of South Carolina; no relocation allowed.
- Must pass comprehensive onboarding screenings: 7-year background and criminal history check, credit check, E-Verify, confidentiality and business associate agreements, and drug-free workplace affidavit.
- Position requires adherence to strict cybersecurity and data protection policies.
Scheduling:
- Full-time position, 40 hours per week.
- Hybrid work model with 4 days remote and 1 day onsite per week.
- Contract duration of 12 months with possibility for extension.
