Job Summary:
The VDOT Data Analyst 3 plays a critical role in analyzing, modeling, and forecasting financial data related to Azure cloud services and on-premises data center workloads. This position supports strategic decision-making and cost optimization by combining financial expertise with advanced data analytics, focusing on IT financial data across cloud and data center environments.
Responsibilities:
- Analyze and interpret IT financial data across Azure and VITA environments, including consumption, billing, and chargeback models.
- Develop and maintain Power BI dashboards and reports to visualize cost trends, server migration impacts, and workload optimization opportunities.
- Perform variance analysis on monthly and annual IT spend, identifying anomalies and opportunities for savings.
- Manually maintain and enhance datasets from Apptio, Azure Portal, and SharePoint to ensure data accuracy and completeness.
- Document processes and procedures for financial reporting and analysis.
- Collaborate with technical cloud, I&O teams, and finance stakeholders to align cost models with operational realities.
- Support Azure migration planning by modeling server cost scenarios and forecasting reserve capacity needs.
- Contribute to FinOps strategy development by providing insights on cost drivers and utilization patterns.
Required Skills & Certifications:
- Bachelor's degree in Finance, Data Analytics, Information Systems, or related field.
- Advanced proficiency in Power BI including Power Query, DAX, and Excel (advanced level).
- Data modeling and manipulation skills to maintain datasets from multiple heterogeneous sources.
- High familiarity with Azure cost management, Apptio, and cloud billing structures.
- Understanding of server migration strategies and workload cost modeling.
- Ability to translate technical data into actionable insights for technical teams and management.
- Strong independent critical thinking and analytical skills for complex financial data.
- Proficiency in updating and managing Power BI datasets with minimal assistance.
- Ability to communicate complex data clearly for leadership and decision-making.
Preferred Skills & Certifications:
- FinOps certification or relevant training.
- Experience with Azure Reserved Instances and Just-In-Time (JIT) capacity planning.
- Knowledge of enterprise architecture and strategic IT planning frameworks.
Special Considerations:
- Candidate must physically reside within the US for the duration of the assignment in compliance with Commonwealth of Virginia security policies.
- Must be willing and able to work onsite at VDOT locations as required by management.
- Onsite presence required 2 3 days per week, with occasional additional in-person meetings.
Scheduling:
- Work schedule includes onsite attendance at VDOT 2 3 days per week as determined by management.
- Additional scheduled times and occasional meetings may require onsite presence.
