Job description

Information Technology Manager

Tri-Com Central Dispatch (Tri-Com) located in Kane County, IL, is now accepting applications for the position of Information Technology (IT) Manager. This position is responsible for overseeing the work of the IT Division and ensures the reliability, security and efficiency of Tri-Com's IT Infrastructure. This is a specialized role, ideal for candidates with technical expertise and refined skills across an array of IT functions. Examples Of Duties

Including but not limited to:

  • Under limited supervision: plans, designs, directs, implements, organizes, operates and executes projects, programs, services, and operations of the Information Technologies Division.
  • Responsible for the lifecycle of Tri-Com's information systems infrastructure, including but not limited to: network, cybersecurity, servers, storage systems, telephone, computer, audio/visual equipment and software related to all systems, including the 911 phone system, computer-aided dispatch program, and radio management.
  • Ensures the telephone and data networks, and all computers, servers, email and voicemail are functional for all Tri-Com employees.
  • Coordinates the information needs of Tri-Com to ensure consistency with Tri-Com's overall cybersecurity and strategic technology plans.

Typical Qualifications

Education and Experience

  • Must be 21 years old
  • Bachelor's degree from an accredited college or university in computer science or related field; minimum of seven years of experience in a related field
  • Any combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job may be considered

Experience in the public sector, specifically with information technologies in public safety communications is highly desirable. Licenses and Certifications

  • Must possess a valid Illinois driver's license
  • Microsoft Certification desirable
  • Cisco Certification desirable
  • ENP Certification desirable

Knowledge of:

  • 911, police and fire/EMS operations and skilled at interacting with staff across all three disciplines
  • Personal computer skills, email, record-keeping, database activity, and word processing
  • Computer networks and desktop support
  • Management information systems
  • Office automation, network and operating systems, various public safety software applications
  • Local Area Network (LANs) and Wide Area Networks (WANs)
  • GIS and its application to local government and public safety
  • All applicable state, federal and local ordinances, laws, rules and regulations
  • All computer applications and hardware related to performance of the essential functions of the job
  • Department organization, standard operating guidelines and policies, rules, and regulations
  • Records retention and FOIA laws
  • Mission critical public safety systems, including but not limited to: Computer Aided Dispatch, mobile data computers, 911 phone systems, radio systems, and various public safety-related interfaces (i.e. RMS & LEADS)
  • Server virtualization (VMware preferred)
  • Overall cybersecurity, firewall configuration and maintenance (Palo Alto knowledge desired), and VPN configuration
  • Microsoft SQL Server Database management
  • Windows server configuration and administration
  • Windows workstation configuration and maintenance

Tri-Com provides 911 and dispatch services for seven police departments and six fire departments primarily located in the far western suburbs of Chicago in Kane County. Tri-Com serves an area of 200 square miles and a population of approximately 225,000 residents. Tri-Com employs an Executive Director, Deputy Director, IT Manager, Training Manager, CAD Administrator, GIS Administrator, Administrative Coordinator, Radio Technician, QA/QI Coordinator, 18 dispatchers, and three working shift supervisors. Tri-Com is seeking highly skilled, motivated, and qualified candidates for the position of IT Manager. The salary for this position is $109,760 - $147,754, with an anticipated starting salary of up to $125,760 DOQ.
