Summary Of Position Function:
Will provide oversight to housing staff with supervision and support for individuals that are homeless or at risk of homelessness with serious mental health, substance and/or medical issues as well as individuals who are releasing from state correctional facilities. Will ensure the provision of high-quality services to individuals and adherence to program guidelines. Will be responsible for assisting housing leadership with daily program operations and performs related tasks as required.
Major Duties And Responsibilities:
- Knowledge and demonstration of agency core values and competencies in day-to-day activities
- Oversee and maintain the daily operations of properties and programs to ensure agency/program compliance.
- Ensure full compliance with Office of Mental Health (OMH) & Housing and Urban Development (HUD) regulations, contractual obligations, and internal agency policies.
- Conduct regular apartment visits and ensure units meet safety, quality, and habitability standards.
- Conduct regular file audits to incorporate into supervision, training, and compliance needs.
- Assigned a small caseload depending on program capacity and staffing needs of the program.
- Supervise and train (retrain) a team of case managers, peer support specialists, and other staff as needed by providing individual supervision at least bi-weekly.
- Ensure the team provides client-centered, supportive, and empowerment-focused case management.
- Conduct performance evaluations annually, address all performance concerns immediately to develop staff improvement or training plans to improve performance.
- Develop staff outreach strategies and facilitate team meetings.
- Ensure staffs training both required and recommended by the agency and/or the program are completed on or before due dates.
- Implement and manage quality improvement processes by maintaining client records to ensure they are accurate and meeting regulatory standards (notes/recovery plans/discharges etc.).
- Achieve and maintain a minimum 90% housing retention rate for program participants per program guidelines.
- Support residents in accessing benefits, medical care, and community resources, per program guidelines.
- Respond to resident crises within 24 hours and ensure follow-up actions are documented according to agency standards utilizing a trauma-informed and timely manner.
- Build and maintain community and partner relationships.
- Promote resident empowerment, choice, and inclusion in service planning.
- Develop and maintain relationships with landlords, property managers, and community partners to expand housing opportunities.
- Ensure staff are assisting clients with connection to safe/affordable housing, budgeting, completing rental applications, understanding lease agreements and coordinating with external providers to ensure needs are being met.
- Holding case managers accountable for outreaching hard to locate clients, coordinating with other agencies, such as county SPOA systems, first-line outreach teams, and the Department of Social Services and acting as a liaison between the organization and external providers, employers, and community members.
- Represent the organization at community meetings, coalitions, and OMH/HUD-related forums.
- Become SOAR Certified when funding is available
- Other duties as needed or required
Skills/Competencies:
- Proficient in the use of computer software such as MSWord, Excel, Power Point, Desktop Publishing, Outlook, etc.
- Knowledge of Community Health Systems
Education Requirements:
- Master's Degree with 1 Years' Experience Working with mental health, substance use and physical health issues.
- Bachelor's Degree with 3 Years' Experience Working with mental health, substance use and physical health issues.
- Associate degree with 5 Years' Experience working with mental health, substance use or physical health issues
- Supervisory Experience Required

- Must possess a valid Driver's License with a satisfactory driving record, and possess a personal vehicle for job requirement
Compensation: $46,000/yr - $57,000/yr
