Job Title
Job Roles and Responsibilities:
- Review solicitations, drawings, specifications, scopes of work, addenda, and contract documents to determine bid requirements, submission formats, and deadlines.
- Perform detailed quantity takeoffs for telecommunications, low-voltage, structured cabling, fiber optics, conduit, pathways, equipment, and related construction scopes.
- Develop complete cost build-ups covering labor hours and rates, materials, equipment, tools, consumables, subcontractors, freight, and applicable indirect costs.
- Apply appropriate labor productivity factors, crew compositions, and installation conditions based on project type, site conditions, and historical performance.
- Solicit, evaluate, and level vendor and subcontractor quotes.
- Confirm vendor and subcontractor scope coverage, exclusions, lead times, and pricing validity.
- Define and document scope assumptions, inclusions, exclusions, clarifications, and qualifications for each bid.
- Prepare requests for information to clarify ambiguous scopes, conflicting documents, or missing information before bid submission.
- Attend pre-bid conferences and site walks and document existing conditions, access constraints, and field factors affecting cost and sequencing.
- Build and verify compliance checklists covering solicitation instructions, required forms, certifications, bonding, insurance, and submission requirements.
- Assemble, review, and submit complete bid packages on time and in the required format.
- Coordinate with business development, operations, project management, and procurement to confirm scope, capacity, schedule assumptions, and pricing strategy.
- Present estimate basis, cost drivers, assumptions, risks, and margin considerations to management for review and approval.
- Maintain and update unit price databases, labor productivity factors, material pricing, and historical cost data in approved company systems.
- Track bid results and document debriefs and post-bid analysis.
- Perform estimate-versus-actual analysis to improve future estimating accuracy.
- Support awarded project handoff by providing estimate basis, quantities, assumptions, buyout targets, exclusions, and open risks to operations.
- Support change-order pricing, extra-work estimates, and cost-impact analysis for active projects when assigned.
- Protect confidential client, pricing, bid, vendor, and company information.
- Escalate scope gaps, pricing conflicts, project risks, bonding or licensing limitations, capacity constraints, and other conditions affecting cost, quality, or schedule.
- Perform other estimating, preconstruction, and operational support duties as assigned.
Qualifications and Certifications:
- 3 or more years of estimating, preconstruction, project engineering, or cost-analysis experience preferred.
- Telecommunications, low-voltage, structured cabling, fiber optics, or related construction and infrastructure estimating experience strongly preferred.
- Experience performing detailed quantity takeoffs and developing labor and material cost build-ups.
- Experience leveling and evaluating subcontractor and vendor quotes.
- Experience preparing and submitting compliant construction bids.
- Experience with federal, state, local, or municipal solicitations preferred.
- Experience with prevailing wage or certified payroll requirements preferred.
- Prior telecommunications or low-voltage field installation experience is a plus.
- Equivalent practical experience, training, and a documented record of accurate estimates may be considered.
- Working knowledge of estimating principles, including quantity takeoff, cost build-up, labor productivity, overhead, and margin application.
- Ability to read and interpret telecommunications and construction drawings, specifications, riser diagrams, floor plans, site plans, and submittals.
- Working knowledge of telecommunications and low-voltage systems, including structured cabling, fiber optics, copper, conduit and pathway, racks, terminations, and testing.
- Familiarity with industry standards and code requirements such as TIA/EIA, BICSI, and NEC references.
- Ability to develop realistic crew compositions, installation durations, and productivity assumptions for field work.
- Advanced Microsoft Excel skills for cost models, takeoff sheets, quote leveling, and bid summaries.
- Proficiency with Microsoft 365, including Outlook, Word, Excel, PowerPoint, Teams, and SharePoint/QMS.
- Experience with Odoo ERP or similar estimating, project, and work-order systems.
- Experience with digital takeoff or estimating software such as Bluebeam, PlanSwift, Accubid, or equivalent preferred.
- BICSI, RCDD, OSHA, or other estimating, telecommunications, or safety training preferred or required when assigned.
- Valid driver's license with an acceptable driving record may be required based on assigned travel or company vehicle duties.
- Bilingual English and Spanish preferred.
- Strong mathematical accuracy, attention to detail, and documentation discipline.
- Strong written and verbal communication skills.
- Ability to manage multiple concurrent bids with competing deadlines and changing priorities.
