IT Procurement Analyst
The Department of Innovation and Technology (DoIT) Purchasing Team is seeking an IT Purchasing & Contract Coordinator to support formal purchasing, contract negotiation, software licensing, asset management, and IT-related procurement activities. The ideal candidate will have strong experience with IT procurement, contract administration, vendor negotiations, software licensing, hardware acquisition, and public procurement, preferably within a municipal or government environment.
Bachelor's degree in Purchasing, Public Administration, Business Administration, or related field, or equivalent combination of education and experience.
35 years of professional experience in procurement of equipment/services and contract administration within a formalized purchasing program.
Experience with Microsoft Office/Microsoft Suite.
Strong knowledge of purchasing processes, contract administration, procurement, and vendor management.
Ability to develop project scopes and specifications with customers and technical SMEs.
Experience drafting/reviewing RFBs, RFPs, and RFIs.
Experience evaluating proposals/bids and negotiating vendor contracts.
Ability to monitor contract expenditures and ensure regulatory and contractual compliance.
IT procurement and contract administration
Software license compliance / license management
IT asset management
Financial ERP systems, preferably CGI Advantage
Public/municipal procurement experience
Experience with purchase orders, invoices, quotes, deliveries, and procurement cards
Knowledge of IT applications, infrastructure, and procurement/contract law
Experience with financial accounting, business/contractual law, or computer technology
CTPE or CPCM certification is highly desirable.
Manage formal IT purchasing and contract administration activities.
Develop scopes, specifications, and procurement requirements with business users and technical SMEs.
Draft and review RFBs, RFPs, and RFIs.
Review, compare, and evaluate vendor proposals and bids.
Draft, edit, negotiate, review, and interpret contracts, terms, conditions, and specifications.
Award or recommend contracts and monitor contract expenditures.
Monitor software licenses and enterprise software agreements for compliance and strategic planning.
Coordinate purchasing packages, purchase orders, quotes, deliveries, and invoices.
Respond to questions regarding contractual, legal, and technical procurement requirements.
Research historical and current procurement information.
Prepare Council Reports and attend Council meetings/sessions when assigned.
Ensure compliance with federal, state, and City regulations.
Coordinate with IT teams, vendors, centralized purchasing, legal, finance, and other stakeholders.
Manage multiple priorities while maintaining accurate and detailed documentation.
