Chief Financial Officer

Exempt Status: Exempt

Number of Days: 226

Pay Grade: Admin/Prof-PG10

Department: Financial Services

Reports To: Superintendent

Supervises: Assigned personnel

Education: Bachelor's degree in business, accounting, or other related field

Experience: Five years administrative or management experience; Five years experience with supervisory responsibility in the fields of finance or accounting

Position Function/Purpose: Responsible for oversight of all financial and business affairs of the district. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial advisor and budget advisor to the superintendent and board of trustees.

Major Responsibilities:

  • Instructional Management: Ensure that business operations are supportive of the instructional goals and objectives of the district and the attainment of the campus performance objectives (academic excellence indicators). Work closely with the instruction division to evaluate the effect of expenditure policies on the effectiveness of the various instructional programs and to recommend necessary changes in formulas and procedures.
  • School/Organization Climate: Provide for an effective two-way communication with staff, community, media, and board. Develop and maintain positive staff morale within the business office. Insure the coordination of the services of the computer department and the accounting office as well as other areas of mutual concern.
  • School/Organization Improvement: Continuously evaluate the efficiency and effectiveness of the accounting of child nutrition services and procurement departments and to give leadership to the development of short- and long-range plans to improve the effectiveness and cost-efficiencies of these services. Work with district personnel in projecting student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
  • Personnel Management: Define and evaluate job performance expectations of subordinate staff. Develop training options and/or improvement plans in the development of staff to ensure the best operation of the department.
  • Administration and Fiscal/Facilities Management: Keep the Superintendent informed on the business affairs of the district. Keep informed of and comply with all state and district regulations and policies concerning public education business administration. Establish and maintain working procedures with the bank depository, school attorney, auditor, central appraisal district and fiscal agent. Administer the rental of school facilities. Administer the insurance coverage on school property and workers' compensation. Establish procedures for federal fund applications, reports, and audits. Provide leadership and management for child nutrition services, accounting, procurement, construction management, tax collections, budget preparation and management, bond issues, debt management, and investment programs. Compile district, campus, and program budgets and cost estimates; prepare and submit financial reports. Direct the district's risk management and employee benefits programs.
  • Student Management: Demonstrate support for the district's student management system and expected student behavior related to operational aspects of the district (child nutrition services, classroom facilities, etc.).
  • School/Community Relations: Articulate the district's mission to the community and solicit its support in realizing the mission. Interpret business procedures including fiscal and sick leave policies to school district personnel and to the public. Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
  • Professional Growth and Development: Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics. Use information and insights provided through assessment instruments, district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance. Provide leadership in addressing challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.

Supervisory Responsibilities: Supervise and evaluate the performance of assigned personnel.

Qualification Requirements: Texas Association of School Business Official (CTSBO) certification, or CPA certification (Preferred but not required)

Special Knowledge/Skills: Advanced technical knowledge of school finance, budgeting and accounting systems, and economics. Ability to manage and coordinate diverse district functions through subordinate supervisors. Working knowledge of data processing systems and financial applications. Excellent communication skills desired. Ability to work well with a diverse population

Work Environment: The noise level in the work environment is usually moderate. Must be able to maintain emotional control under stress. Occasionally required to travel to facilities within the district. May be required to work after school and weekends.
