Programmer Analyst 5

Key Responsibilities
Develop and enhance applications supporting DNR, including public-facing tools such as the client burn-permit availability application.
Collaborate with business analysts and agency stakeholders to interpret requirements, clarify business processes, and design technical solutions.
Translate business needs into system architecture, technical specifications, and development tasks.
Support project and work-request activities through coding, testing, debugging, and deployment.
Participate in discovery sessions, elicitation activities, and process modeling to ensure alignment between business objectives and system functionality.
Provide expert guidance on technical feasibility, constraints, standards, and Client policies.
Maintain strong communication with agency partners to promote transparency and shared understanding throughout the development lifecycle.
Support operational activities and participate as a key member of the client Agency Services technical team.
Troubleshoot issues, perform root-cause analysis, and implement sustainable solutions.
Ensure compliance with security, accessibility, and quality standards.

Required Skills:
Minimum 4-7 years of experience in .NET, MS SQL Server and ANGULAR.
Strong experience developing enterprise applications and delivering maintainable, scalable code.
Demonstrated ability to translate business requirements into technical designs and working software.
Excellent communication, customer-service mindset, and stakeholder-relationship
skills.
Ability to quickly learn new technical environments and understand system dependencies.
Ability to work independently, manage multiple priorities, and adapt to changing requirements.
Bachelor's Degree
