Data Analyst

Job Summary:

The Data Analyst will support Louisiana Works by assessing administrative cost structures, analyzing shared costs, and developing financial models to ensure compliance with federal cost allocation methodologies. This role involves working across multiple federal funding streams including USDOL, VR, SNAP E&T, and TANF, contributing to documentation, reporting, and implementation planning for cost allocation processes.

Responsibilities:

• Review current funding structures, cost pools, allocation bases, time coding controls, and administrative claiming processes.
• Analyze personnel, IT, fiscal, policy, management, and shared administrative costs across covered programs.
• Identify potential compliance gaps, unsupported assumptions, and misalignment with federal cost principles.
• Support development of cost allocation formulas, matrices, reporting logic, and coding structures.
• Prepare financial models quantifying federal and state share impacts under current and proposed methodologies.
• Assist in creation of written assessments, methodology documents, schedules, matrices, and supporting analysis.
• Support preparation of PACAP-related documentation and federal submission materials.
• Contribute to implementation planning, transition documentation, and operational support materials.
• Assist in producing fiscal impact projections and executive summaries.

Required Skills & Certifications:

• Experience in cost allocation plan generation.
• Strong data analysis skills.
• Ability to support scope deliverables, qualifications, and requirements as referenced in the RFR.
• Capability to produce accurate, well-structured analytical and documentation outputs.

Preferred Skills & Certifications:

• Additional data analysis experience beyond minimum scope.
• Experience with public-sector, grant-funded, or compliance-driven financial environments.
• Experience supporting financial modeling and reporting for shared-cost environments.

• Role supports work across multiple federal funding streams requiring compliance with federal cost principles.
• Key personnel substitutions may require approval and must meet or exceed original qualifications.
• Vendor must maintain staffing levels to meet scope, milestones, and deliverables.

Scheduling:

• Hybrid work location at 1001 N. 23rd Street, Baton Rouge, Louisiana 70802.
• Number of hours per week dependent on work being performed at that time.
