Program Engineer

As a Program Engineer, you will help move Global Engineering & Technology (GE&T) programs from initial request through funding and execution. You'll partner with customers and engineering teams to define scope, develop proposals, coordinate resources, and remove roadblocks that may impact progress.

You'll manage smaller projects and opportunities while supporting Senior Program Engineers on larger, more complex programs. You'll also help improve the tools and processes used to manage the portfolio and serve as a key connection between GE&T Job Captains and customers across the organization.

This role reports to the Manager, Project & IFP Support.

Partner with customers to understand business needs, workflows, and opportunities for GE&T engineering support.

Manage assigned projects and opportunities from Integrated Facility Planning (IFP) approval through project launch and execution, while supporting Senior Program Engineers on larger programs.

Coordinate proposal development by aligning with resource managers, Job Captains, core team members, and customers to define scope and requirements.

Consolidate engineering scope, assumptions, exclusions, and estimates into clear, comprehensive GE&T proposals, escalating gaps or concerns as needed.

Review proposals and track outstanding customer approvals, authorizations, and funding through project launch.

Monitor project budgets, proactively identify risks, and coordinate solutions, including change orders when needed.

Lead regular portfolio reviews to maintain alignment across project status, scope, funding, and schedule and drive outstanding items to resolution.

Coordinate required approvals and business justifications, ensuring decisions and outcomes are clearly documented.

Maintain and improve portfolio management tools, processes, and reporting to address gaps and improve visibility.

Support annual Integrated Facilities Planning (IFP) and tiered review cycles, including coordinating and resolving comments in Bluebeam.

Provide leadership with timely visibility into project status, risks, and open issues, including updates for Major Project Updates (MPU) and Gate Reviews.

1+ years of experience in engineering, technical, project, or related environment.

Experience supporting project management activities, including coordinating priorities, schedules, deliverables, or resources.

Experience developing, maintaining, or improving project tracking, reporting, or portfolio management tools.

Strong analytical and problem-solving skills with the ability to identify gaps, recommend solutions, and drive issues toward resolution.

Effective interpersonal and communication skills with the ability to build effective partnerships across technical and operational teams.

Ability to work through ambiguity, gather needed information, and determine appropriate next steps.

Demonstrated initiative and sound judgment, including recognizing and escalating potential risks or issues.

Proven organizational skills with the ability to manage multiple projects and competing priorities.

Ability to communicate technical information clearly and tailor the level of detail for both technical and non-technical audiences.

Experience with portfolio and markup tooling such as Smartsheet, Airtable, Bluebeam, SAP, and Maximo.

Experience contributing to system migration or implementation, from data model through cutover.

Previous experience working in or with Facilities and Operations Services (FOS) departments.

Proven support for large programs.

Bachelor's degree in an engineering or related field is required.

Master's degree in engineering, business, or equivalent is preferred.
