ProSidian Seeks a Junior Cost Analyst | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0013012] for Program Support on a Exempt W2: No Overtime Pay Basis Working Hybrid On/Off Client Site in The Washington, District of Columbia (National Capital Region) Area Contract Contingent generally located across the Washington, District of Columbia (National Capital Region) Across The Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region supporting AFCAA produces independent, credible cost estimates for DAF leaders, CAPE, Congress, and GAO.

We seek Junior Cost Analyst | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0013012] candidates with relevant Aerospace And Defense Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Aerospace And Defense Sector Clients such as AFCAA. This as a Contract Contingent or Contract W-2 (IRS-1099) Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates Functional Area / Swim Lane / Category Discipline Professional - Operation & Support Legacy Cost Model Support and Independent Cost Estimates Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

JOB OVERVIEW

Provide services and support as a Junior Cost Analyst [Operation & Support Legacy Cost Model Support and Independent Cost Estimates] in the Aerospace And Defense Industry Sector focussing on Risk Management Solutions for clients such as Department of the Air Force (AFCAA) | Air Force Cost Analysis Agency (AFCAA) / SAF-FMC (Cost & Economics) | AFCAA O&S Division (SAF/FMCY) Generally Located In Washington, District of Columbia (National Capital Region) and across the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region (Of Country/World) Working Hybrid On/Off Client Site.

Provides entry-level analytical support; assists with data gathering, validation, and model population; supports AFTOC data pulls, documentation development, and chart preparation; operates under close supervision while developing foundational O&S cost estimating skills. RESPONSIBILITIES AND DUTIES - Junior Cost Analyst | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0013012]

Provide Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates at Air Force Cost Analysis Agency (AFCAA), Joint Base Andrews, Maryland. Legacy cost modeling in this context refers to programs at or beyond Initial Operating Capability plus five years. Federal law requires such programs to have Operation & Support (O&S) cost estimates for the life of the program, updated annually. Federal law further mandates sustainment reviews for these programs every five years, requiring independent cost estimates in support of those reviews. The annual legacy Operation & Support (O&S) cost estimates will serve as a starting point for other more detailed cost analyses such as independent cost estimates, trade studies, divestiture analysis, force structure analyses and comparisons to follow-on or new weapon systems etc. The model support effort will also incorporate new (non-legacy) cost estimates from other analysts into a single output file that will provide a long-term picture of Department of the Air Force (DAF) sustainment resource requirements.

Provide analytical support to senior and journeyman cost estimators for Operation & Support (O&S) legacy cost models and Independent Cost Estimates (ICEs); assist with data collection, validation, and organization; populate government-furnished Excel cost model templates under supervision; support AFTOC data pulls and basic analysis; prepare draft tables, charts, and documentation sections; incorporate reviewer comments and support estimate updates as directed.

The role(s) are located in the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region, at or near Washington, District of Columbia (National Capital Region). Initially identified Work Site Address (Working Hybrid On/Off Client Site: 1130 Air Force Pentagon, Washington, DC 20330


Qualifications

Desired Qualifications For Junior Cost Analyst | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0013012] (AFCAA0013012) Candidates:

0–2 years professional analytical experience; entry-level exposure to cost analysis, economics, data analytics, or engineering support; no independent estimating responsibility without senior oversight.

Junior Cost Analysts: Must have bachelor’s degree in mathematics, statistics, engineering, data science, or economics. Must have demonstrated analytical and critical thinking skills. Estimator/Analyst must have a current SECRET clearance (reference paragraph 6.8).

The cost estimating professionals who will perform the tasks identified in paragraphs 2.1 – 2.2.2 require specific knowledge and experience in accordance with AFI 65-508 for reasonable and complete technical and cost analysis. While the government lead will provide necessary standards, templates, guidance, and feedback to The ProSidian Engagement Team, the government lead does not have the bandwidth to train contractor cost estimators on basic O&S cost estimation techniques. Therefore, The ProSidian Engagement Team will maintain sufficient ratio of experienced cost estimators to junior cost estimators to ensure effective training, guidance, and oversight with minimal intervention by the government. The knowledge, skills, and abilities of the positions within this requirement are crucial for the overall success of the task order for each level of experience:

Must have strong Microsoft Office skills, including advanced Microsoft Excel skills.

The ProSidian Engagement Team will not have more than one junior cost analyst total supporting tasks 2.2 .The ProSidian Engagement Team will employ a junior analyst only if there is a full-time senior contractor cost analyst working on the same task. The government analysts will share knowledge, provide guidance on standards and methodology, and feedback on contractor products, but cannot commit to training contractor cost analysts on basic cost estimation given other workload.

Education / Experience Requirements / Qualifications
