Job Description
Job Purpose
Responsible for leading network programs within the Engineering team. Works collaboratively with Sales, Product, Operations, Materials Management, Planning, and Engineering to provide critical path leadership to project manage key strategic Technology initiatives which include but are not limited to CAF implementation, NB-MDU NGN and CSBH builds, and other network upgrade, network integration, and network removal projects. Responsible for establishing and facilitating critical path schedules to identify pitfalls and eliminate obstacles to drive end-to-end delivery. Overall responsible for the identification of program and project-level issues and risks through analysis of situations and/or data and working with multiple stakeholders to resolve or mitigate them. Able to collect and present project status to executives, business sponsors, and owners.
Essential Functions
- Lead and manage programs and/or projects as a technical with varying support models and complexities (50%):
- Lead multiple project teams in delivering value, quality, efficiency, on scope, schedule, and budget
- Proactively identifies and manages risks by developing risk mitigation plans collaboratively with sponsors and business owners
- Integrates detailed project plans and schedules into a master program plan
- Prepare and deliver executive-level briefings and status reports
- Develop improvement strategies and recommend change
- Lead the organization to implement new processes and procedures
- Work through and resolve critical projects risks and issues independently of management (30%):
- Proactively resolve project issues by engaging business owners and sponsors to resolve critical impediments to project delivery
- Provide leadership in the continuous improvement of processes (20%):
- Lead the analysis of processes and development of metrics to monitor processes and drive process improvement opportunities
- Lead the development of improvement strategies and recommendations to initiate change and lead the organization to implement new processes
Education
- Bachelor's degree from an accredited, four-year university in Engineering, Information Technology, Computer Science, Data Communications, Telecommunications, or equivalent educational or professional experience and/or qualifications with a minimum of 4 years- experience.
Experience
- Two or more years of demonstrated working experience in Program / Project Management
- Three to five years of professional experience as a project manager with the ability to operate independently and successfully manage and meet objectives for complex projects
- Familiar with a variety of the field's concepts, practices, and procedures. Telecommunications background and knowledge of project management principles and techniques, problem-solving, decision making, risk management, organizational, communication, and administrative skills
- Proficient experience in the use of MS Project and Office (Word, Excel, Access, PowerPoint)
- PMP certification is desired but not required
- Four years of demonstrated experience in the following:

- Able to make quick situational assessments and react accordingly
Work Environment
- Occasional scheduled night and weekend work to complete assignments and projects
- Work may be performed at various locations under varying conditions
- May require sitting, lifting/carrying supplies and materials up to 40 lbs.
Supervisory Responsibilities
This job has no direct supervisory responsibilities. Will be responsible for the overall direction, coordination, and evaluation of matrix teams towards meeting program and project objectives. The Program Manager is expected to demonstrate the ability to effectively lead others.
Base Salary Range: $70,000-$98,000
