4 Year Degree GENERAL DEFINITION OF WORK: This is managerial and professional work overseeing the activities of the Dispatch and Compliance division. The division is responsible for implementing and maintaining the utility’s North American Electric Reliability (NERC) standards compliance program. Represents KUA on assigned Florida Municipal Power Agency (FMPA) and Florida Reliability Coordinating Council (FRCC) committees. The work involves planning, coordinating, and supervising the division’s major areas which include Energy Control Center Operations, Relay and SCADA/Communications. Performance is reviewed through observation, reports, and results obtained. Work is performed under the general direction of the Assistant Vice President of Engineering and Operations. TYPICAL TASKS: Oversees a staff of supporting the aspects of KUA’s North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC) Standards of Conduct compliance program. This role manages development, implementation, and monitoring efforts toward ensuring compliance of the various operational business areas with all applicable NERC Standards. Collaborates with KUA leadership, business areas, NERC and regional regulatory agencies on compliance matters. Accountable for spearheading systematic and continuous improvement of the NERC compliance program, its policies, procedures, training materials, and asset lists. Maintains knowledge of current and future regulatory requirements and assesses their impact to the organization. Provides oversight during all compliance monitoring functions including on-site audits, spot checks, and self-certifications. Collaborates with leadership and business areas to identify and address potential areas of non-compliance and initiate future compliance requirements. Monitors industry best practices and identifies changes in regulatory compliance for cyber and physical security. Provides oversight on compliance assessments, and ensures corrective action is performed to achieve compliance with NERC reliability standards. Provides oversight to communication with regional regulatory agencies and internal departments to ensure compliance issues are addressed in a timely manner. Provides oversight of mandatory filings for federal, state, and local regulatory agencies. Represents organization at meetings at the regional and federal level. Interprets new and existing NERC regulations in consultation with legal and other subject matter experts to determine applicability. Provides technical leadership in the planning, development, organizational, coordination, implementation, and review of the NERC compliance program. Leads team of personnel in the performance of NERC compliance audits, surveillances, and assessments and is accountable for urgency, accuracy, and overall quality of program. Participates in industry forums and committees to improve overall compliance with NERC and FERC requirements Participates in the NERC Standards Development Process as necessary to ensure KUA’s interests are addressed when existing standards are revised or new standards are proposed. Plans, organizes and supervises the activities of the Energy Control Center to ensure the safe and reliable operations of the utility’s transmission and distribution system. These functions include, but are not limited to the following: (I) Distribution Operations – dispatch, monitoring, switching and trouble call and (II) Energy Management System (EMS) - support. Recommends physical and operational systems improvement including, but not limited to, system and facility additions and deletions. Develops and administers a budget for the division and assures proper control is being exercised. Responsible for and oversees all operational aspects with the Energy Control Center, Relay and SCADA Communications functions. Provide direction to a highly advanced technical and electrical work involving the system design, programing and screen development required in the design, installation, commissioning, implementation and administration of the SCADA and communications systems. Assists in the determination of project schedules, vendor selection, equipment designs, personnel procedures and budgeting. Provide oversight for technical and electrical work through the application of a thorough knowledge of electrical theory, protective relay theory, and a comprehensive understanding of power system equipment and operations. Oversight of the Relay personnel in the construction and maintenance of the electrical protection and control system. Performs other related work as required. KNOWLEDGE, SKILLS AND ABILITIES: Extensive knowledge and understanding of NERC, SERC, and FERC requirements and utility applications. Ability to create procedures, track, and develop processes to continually improve compliance. Detailed knowledge of industry standards in comparison to compliance initiatives or development. Demonstrated experience in NERC Reliability Standards with program governance, auditing, and risk management to include: change management, incident reporting and response planning. Process lifecycle and improvement plans with enterprise cyber security principles in context of NERC program. Effective verbal/nonverbal, listening and written communications. Effective supervision, performance management and talent development. Demonstrated hands-on design, management, implementation and operationalization of NERC requirements. Practical experience of NERC Rules of Procedure and Compliance Monitoring & Enforcement Program. Leadership and delivery of high-quality policies and procedures to support effective regulatory compliance. Experience managing departmental budgets, reporting, and management of direct, indirect, and outside resources. Effective relationship management with auditors and regulators NERC, SERC, and FERC). Effective collaboration, communication, presentation, and relation management skills Through knowledge and understanding of electric transmission, substation and distribution operations, safety, functions and responsibilities. Knowledge and understanding of the effect of power quality and reliability related issues as it affects customers. Knowledge of basic principles, techniques, and practices used in the design construction, operation and maintenance of electric utility facilities and systems. Knowledge of EMS, Outage Management System (OMS), and Supervisory Control and Data Acquisition (SCADA) systems. Ability to perform quantitative analysis using available tools. Possess superior interpersonal skills and excellent communication skills. Ability to work effectively across divisions’ of the utility to ensure effective coordination of procedures, practices, and measurements. Ability to make sound business decisions based on available information. Ability to work with other utilities in committees and task forces. Ability to maintain effective working relationships with other employees, other government agencies, and the general public. Must have exceptional analytical and problem solving skills. Must have exceptional skill and ability for assertively initiating and maintaining compliance with operational instructions and/or affiliated regulatory guidelines. Ability to effectively manage and lead employees. Ability to respond in emergency situations. Must be able to do moderate lifting up to 50 pounds. EDUCATION AND EXPERIENCE: Bachelor’s degree from an accredited college or university in engineering, business or related field. Five (5) years of experience in electric utility operations, engineering, or regulatory compliance. Two years of the required experience must have been in a supervisory capacity. An equivalent combination of education, training and experience to meet the requirements of the position. SPECIAL REQUIREMENTS: Possession of a valid appropriate driver's license issued by the State of Florida. SPECIAL CONDITIONS: May be required to work outside of normal working hours during system outages or emergency situations.
